Scientific research in India has for too long been conducted at a distance from the public, within gated communities of select and chosen few. Fundamental research in basic science, which is the essential groundwork that eventuates in all of the advancements in technology and medicine as well as empowering economic development, goes uncommunicated outside the peer group and is often considered uncommunicable. The translations that approach the lay public also often continue at a distance and, consequently, the outreach that places the product in the public domain is restrained. This article attempts to explore many of the issues around the communication gap, questioning perceptions and convictions in the science-society landscape.

The National Institutional Ranking Framework (NIRF) 2016 rankings have released a wealth of bibliometric data that is otherwise difficult to collect. We have closely examined the top 20 engineering institutions in engineering from the NIRF list from the point of view of research excellence alone, as is done in most international university ranking exercises. Unlike the NIRF score, which is one single number, we now decompose performance into a size-dependent exergy term and a size-independent productivity term. The IITs at Bombay and Kharagpur stand out in terms of research excellence. Another insight is the excellent promise shown by the new IITs at Ropar-Rupnagar and Indore.

Paying to publish is an ethical issue. During 2010-14, Indian researchers have used 488 open access (OA) journals levying article processing charge (APC), ranging from US$ 7.5 to 5,000, to publish about 15,400 papers. Use of OA journals levying APC has increased from 242 journals and 2,557 papers in 2010 to 328 journals and 3,634 papers in 2014. We estimate that India is potentially spending about US$ 2.4 million annually on APCs paid to OA journals and the amount would be much more if we add APCs paid to make papers published in hybrid journals open access. It would be prudent for Indian authors to make their work freely available through interoperable repositories, a trend that is growing in Latin America and China, especially when funding is scarce. Scientists are ready to pay APC as long as institutions pay for it and funding agencies are not ready to insist that grants provided for research should not be used for paying APC.

The research publication data, indexed in the Web of Science, for the 39 central universities for a 25-year period (1990-2014) are used for analysis. The data are computationally analysed to identify productivity, productivity per capita, productivity per crore rupees grant, rate of growth of research output, authorship and collaboration pattern, citation impact and discipline-wise research strength of these institutions. Research performance of the central universities is measured and compared with two top-ranking world universities, namely University of Cambridge and Stanford University. While older well-established big universities such as University of Delhi and Banaras Hindu University perform better than newer universities, some relatively smaller universities, such as the university of Hyderabad have impressive research performance. What is disturbing is that combined research output of all central universities taken together is less than that of either of University of Cambridge or Stanford University alone. The results also provide discipline-wise research strengths of all the universities.

This innovative essay covering frontier areas of science crystallizes research ideas with translational potentials. It begins with a motivation to simplify the complexity by identification of emerging patterns within it. Overarching the properties of self-organization, organization by life and organization of consciousness, the article unfolds what could be the future of science of information leading from signal to information, knowledge and wisdom, and vice versa and also delineates the principles of sensor development for robotics. An emerging new psychology has been identified where the psyche could be considered a five-piece structure and process with relevance in cell biology where it is dynamically supported by signal networks of downstream informational molecules. The overall map thus constructed is non-reductive, holistic and falls within the ambits of systems science. The model is testable at micro level of systems cell and macro level of systems brain. It is applicable also at mega level of self-conscious mindful live universe.

The health care knowledge base, documented in the healthcare literature is vast and ever increasing and changing. Changes in medical information and technology are revolutionising health care. The clinicians today are trying to incorporate research into practice and are increasingly depend on technology to bring evidence to the bedside to improve quality and patient outcomes. Today, given the significance of evidence-based practice, health librarianship is given higher priority in many centers. Responses vary, but there seems to be a more towards 'clinical information scientists' - 'informationists' who might be educated in both clinical and information disciplines. But adaptation to change is not enough. Even as we have increased our roles in health environment as value-added educators and information providers, there is need to continue education and training in different facets: conferences, short courses, seminars etc should be conducted. Conferences are required to be organised at national level in order to improve health care services and recognition of health librarianship.

This study finds out usage pattern of social networking sites (SNS) of academicians in scholarly communication in the Central Himalayan region of Uttarakhand state universities of India. The results revealed that 93 % faculty members of State universities of Uttarakhand were using SNS and sharing of information was the highest amongst them. 44 % were using SNS several times a day, 48 % faculty members thought that SNS information were reliable. 33 % faculty members believed that there was a possibility of fraud through SNS and 41.64 % faculty members believed that SNS had a little impact on their lives. 28.75% were using Facebook, which was highest in all SNS. The result indicated that the percentage usage by the faculty members in terms of the latest knowledge was 38.0%. Mostly faculty members were using the SNS from their homes. One very important factor responsible for this could be the lack of Wi-Fi facility available to them in all the campuses of the universities. Therefore the study recommends that Wi-Fi should be made available in all the universities, so that the faculties can use them in their academic pursuit, during their working hour in the campus, and this will further lead to an in depth use of SNS for academic excellence.

Several aspects of knowledge management in R&D institutions have been studied and reported by researchers in the past. However, studies on the relevance of in-house publications have not been reported so far. In-house publications have a significant role to play in effective knowledge management, especially in large R&D institutions. Such institutions generally have a compartmentalised structure, wherein each compartment delves deeper and deeper into areas of their own interest and expertise. As the depth and detail of the subject under study increases communication between the compartments becomes weaker. Dialogues within the compartments become jargon-ridden and incomprehensible to those belonging to the other compartments. In organisations with thousands of employees, distributed in several branches, situated in geographically distributed locations, communication of the knowledge generated at one place to another pose lots of problems. In-house publications are one of instruments that seek to correct this situation to a significant extent. To communicate the right information to the right people needs careful handling of the subject at corporate level. Subsequently, the number of in-house publications may become quite large. This article presents the case of Naval Physical and Oceanographic Laboratory at Kochi, India, which resorts to several in-house publications for effective knowledge management within the organisation.

In the present huge volumes of reviews about entities are available in the websites. Hence the necessity to summarize the opinions and to understand about the polarity of the features (aspects) in the review has become very essential. Opinion summarization helps in summarizing the overall opinions of all the aspects in the review. However, extracting the aspects from the review is critical because the writing style of the authors changes from person to person and it is also a challenging task. The existing system specifies that the aspects exist in the review in the form of explicit aspect expressions. Aspect expressions occur frequently as noun and noun phrases in the review. Aspects are extracted by the use of feature dependency parsing algorithm in the domain specific ontology. Opinion summarization deals with the polarity aggregation (positive or negative) on each of these aspects. The proposed approach summarizes the importance of aspects using the author specific preference aggregation model. This approach considers the preferences of authors for each aspect in addition to various measures like frequency, weighted score along with the polarity. These preferences are aggregated in the ontology using the method of pair wise comparison. This paper aims at integrating all the scores which will help to extract the aspects specific to the domain and summarizes the aspects based on its rank in an efficient manner.
