Some are complaining against bureaucratic attitude of upper caste people and not finacially/mentally sound to save them. The various methods for their overall development and NGO's in the state are highlighted. The study also recommends what could be done for them to provide them information on various governmental facilities etc.

There is a tremendous amount of information and resources on the Web. Yet useful information is quite evasive. Internet search engines cannot promise any precision in search as they only index in a broad based manner with no clue to the context in which the terms occur. Semantic web refers to 'Meaningful' Web which aims at making meaning explicit so that information becomes machine interpretable thus giving rise to more meaningful services. The ultimate solution would lie in the meaning representation so inferencing can done, based upon the context. This paper explains the various semantic web technologies invalved in making meaning representation including RDF. RDFS and Ontologies. Paper also deals with the relation between semantic representation systems and traditional library knowledge organization system like library classification system, subject indexing and subject thesauri and argues that faceted model of library classification systems would be best amenable systems for building ontologies that can in turn be used as a basis for semantic inferencing.

The study shows that majority of the respondents were consulting journals to update their knowledge and preferred the printed version of the articles. The scientists also considered the name and standing of the journal to publish their articles.

This article analyses the citation pattern of the citations appended in the articles covered in volume numbers 59-63 of Journal of Asian Studies to determine the information use pattern of the social scientists. The study has covered 108 articles with total of 9111 citations contributed by 114 authors. The results indicate that books are highly cited followed by periodical literature, government publications, newspapers and conference proceedings, etc. The less number of electronic citations suggest that print literature is still the most preferred source of information for the social scientists. This study has also covered book reviews which have outnumbered the articles many times.

Price verification is a major activity in the acquisition section as all the bills submitted must be genuinely verified for correct prices to comply with the financial and audit rules. Like allocating available budget to different disciplines of interest, carefully verifying the prices of books quoted by suppliers would form another area of concern in efficiently managing the acquisition finances. The higher the cost of books purchased, the more is the need for stricter norms to verify and check the prices charged. The correct price of the book can be decided only from the publishers' sources. Suppliers on the one hand certify that the prices charged as genuine and attach a plethora of documents to justify the prices quoted making the job of acquisition staff more confused and complex. This study presents the results of some interesting cases where the suppliers charged prices more or less than the publishers' price based on data for the financial years 2003-2004 to 2005-2006 from the Central Library, Indian Institute of Technology, Kharagpur. The study stresses the significance of price certification in the changing scenario of publishing and book selling with probable challenges and possible opportunities.

Radio Frequency IDentification (RFIO) systems have been in use in libraries for five years for book identification, for self checkout, and for sorting and conveying of library books and AV materials. These applications can lead to significant savings in labour costs, enhance customer service, and lower book theft and can provide a constant record update of media collections. In this paper the components and technical features of a modern RFID library system are desired to provide a guideline for the evaluation of different system. There are still many issues that must be addressed before RFID hits the big time like bar codes have some of those issues include: new technology for efficiency in operations, looking back at bar codes, electromagnetic security systems, IT infrastructure to handle large amounts of data etc. finally, discusses the advantages and disadvantages of RFIO system in libraries and this technology has been introduced in few Indian libraries too.

Library eduction in schools is an ineviatable issue that cannot be overlooked. If he pupils and students are not taught on how to use the library, then the whole essence of education will be narrowed down the drain. The primary purpose of any school is the eduction of the student. The teacher has the responsibility of giving instruction to the pupils andstudents, and this is usually done through teaching. Where does the materials for teaching come from? It is from no where other than the library. Every teacher bases his teaching on what he learned, either through colleague or friends, but most of it comes from reading and studying and this materials are from the library. According to Metzeger {1992}. "Today the emphasis is very much on learning than on teaching and on pupils discovering ideas and information for themselves." The emphasis is that the pupil should no longer be taught how to master facts, but should be taught to learn. They should be provided with skills that will enable them to access, analyse, select and communicate information, that they will be able to use in problem solving and discission making situation.

Pinpoints the self-citation characteristics of Toxicology Scientists. The data is taken from 1218 articles and 3411 citations of nine core journals in Toxicology literature indexed in Toxicology Information Online (TOXLlNE). For the analysis Statistical Package for Social Sciences (SPSS) was used. The maximum number of self - cited articles was published in journals. The rate of self-citation is 7.87% in Toxicology, the growth in the number of self-citations showed a steady increase. When the age of self-citation increase, the number of self-citation decrease. Recent articles had more chances to be self-cited than the older ones. Indian toxicologists had more self-citations than foreign authors. Co-author works contained more number of self-citations than single author.

The present study has been undertaken to assess the attitude of the users towards the marketing of information services and products of university libraries. A well structured questionnaire was distributed among the library users of four universities of Punjab and Chandigarh viz Punjab University, Punjabi University, Punjab Agricultural University and Guru Nanak Dev University. The responses were gathered from 1237 users (241 teachers, 271 research scholars and 725 postgraduate students). The findings of the survey reveal useful facts about marketing of information products and services. 61% of the respondents are willing to pay for the developed information services and 57% for developed information products. On the basis of the findings, some suggestions have been made to improve information services and products of the libraries.

An ad hoc network is a mobile wireless network that has no fixed access pointor centralized infrastructure. Each node in the network also functions as a mobile router of data packets for other nodes. However, due to node mobility, link failures in such networks are very frequent and render certain standard protocols inefficient resulting in wastage of power and loss in throughput. Two solutions were proposed based on two different approaches to alleviate the problems caused by link failures. The first solution, the Network-Link scheme, deals with preventing 'false' link failures and in avoiding actual link failures. The scheme involves predicting a failure in advance by monitoring the power levels of all nodes in communication. On the other hand, the Transport-Link scheme deals with the inability of Transmission Control Protocol (TCP) to distinguish between link failures and congestion. TCP, as such, assumes that a packet loss is due to network congestion and invokes congestion control measures. However, in ad hoc networks, packet loss is most often due to link failures, and the congestion control methods invoked only reduce the throughput. Second solution informs TCP of a link failure thus allowing it to treat such cases differently. In both cases, we observed an improvement in throughput and power utilization efficiency when compared to standard cases: the Network-Link scheme resulted in an average throughput increase of 1.74 times and the Transport-Network scheme, an average increase of 1.71 times. Both schemes also resulted in a reduction in the percentage of Network layer control packets transmitted, thereby improving power utilization.

Introduces and analyses a class of non-linear congestion control algorithms called polynomial congestion control algorithms. These algorithms generalize the AIMD algorithms used for the TCP connections. These algorithms provide additive increase using a polynomial of the inverse of the current window size and provide multiplicative decrease using the polynomial of the current window size. They are further parameterized by α and β. There are infinite numbers of TCP-compatible polynomial algorithms by assuming polynomial of different order. This paper analyses the performance of two models of these generalized algorithms for Mobile Ad hoc TCP networks. TCP compatibility of these algorithms are evaluated using the simulations of the implementations of the proposed two models. Simulations are done using ns2, a discrete event simulator. One such model is also proved to be TCP-compatible. The results of simulation are compared with that of TCP and TCP/Reno.

Aimed to study Nationa1 Library Websites (NLW) using webometric methods. The in-links and co-links to national library websites were analysed to study firstly, the visibility of these National libraries on the web. Secondly, the collaboration on national and international level amongst the studied national libraries websites. This study found that according to the in-link count of 38 national library websites, 3 were extremely popular and can call them ostvisible national library websites as they come below: 1 United States of America (http://www.loc.gov); 2. Australia (http://www.nla.eov.au); 3. United Kingdom (http://www.bl.uk). The results of the study also showed that, there were 5 clusters (2 cross continental and 3 international) in the studied national library websites. On the other hand, the multidimensional scaling map showed 4 major collaboration clusters: 2 cross national (both European) and 2 international (European, Asian, American, Australian). African national library websites were not seen in these clusters. It means that, African national libraries have a little collaboration with others through their web sites. However, due to the problems of search engines which are used for data collection in webometric studies, this method needs to be used with caution.

From the citation count it appears that sole research in Allelopathy is quite substantial only 35.52%. About 64.48% of the research work/contribution is result of team research the team size is small ranging from two to five. Of The citation count 89.69% relale to journal article. 6.11% to Thesis and 71 3.79 to conference papers. Indian citation have found to be more with 65.65% and foreign citation 34.35% of the total citation. The study reveal. That 30.57 of total citation are author self citation and 16.16% are journal self citation. The highest percentage of year wise journal citation was found to be 33.18% in the period of 1981-1990.

Zipf's law has attracted infometricians time and again. There have been many studies, which hae explored the application of zipf's law to various areas. However, there are a few parameters, which largely affect a study. These parameters are the power law embedded in Zipf's law, the ranking method, the type of text taken for the study and the behaviour of extreme regions in the Zipf's curve. Tries to address all these points by taking a random text in English language from computer science literature. The selected text is called random because of its highly specific nature of technical words. Studies the properties of this text and compares the product of rank and frequency for three ranking procedures. It also analyses the performance of data in the extreme regions of the Zipf's curve. It is observed that ranking procedure and type of text have definite bearings on the performance of Zipf's curve.

Sivaramakrishna Chandrasekhar is best known for his discovery of. a new class of liquid crystals known as discotic liquid crystals. His discovery opened an entirely new area of research and which led to a number of important applications ranging from legibility films for giant Liquid Crystal Devices (LCDs). His research covered various problems in liquid crystals. In his 54 years of productive life, he has collaborated with 75 colleagues and students and has published 171 papers during 1951 - 2004. The highest collaboration coefficient is 0.86. He has the highest collaborator in S. Krishna Prasad with 39 papers, 2nd in R. Shashidhar with 26 papers. The core journals publishing his papers are: Molecular Crystals and Liquid Crystals, Pramana, Acta Crystolographica, Proceedings of the Indian Academy of Sciences-A, Molecular Crystals and Liquid Crystals Letters, Liquid Crystals and Current Science.

Attempt is made to investigate the potential of Geographic Information System (GIS) and Global Positioning System (GPS) in identification, analysis, manipulation, display, classification and interpretation of roadway accidents' data on arterial roads of Irbid, Jordan. Classification process of accidents included identification of different parameters such as accident type, accident location, accident date, human involvement, etc. An automated accident classification scheme was developed. It utilized GPS data and traffic police department accidents records in a GIS environment. The developed scheme provided high potential of query building techniques through utilizing Arcview GIS software potential of analysis. It could identify location of high accident rates over involved drivers' age groups or vehicles types. The flexibility to update the data-base of the developed scheme gave it a high potential to generate the evaluation techniques for road safety adapted programs. Query results indicated that higher accident rates were exhibited in summer season. It was due to sharp increase in the traffic congestion levels experienced in this period compared to other periods in the same- year. Moreover, through complex logical operations on road accident data-base, it was concluded that age group of 20-30 years was the most involved in the road accidents of Irbid's arterials.

Science and technology (S&T) literature of India and China was analysed individually and then compared. Records having at least one author with an India or China address were retrieved from the Science Citation Index/Social Science Citation Index databases. Bibliometrics and computational linguistics analyses were performed on these retrieved records to generate the technical infrastructure (key authors, centres of excellence, etc.) and technical structure (pervasive technical thrusts, relationships among thrusts, etc.) of the Chinese and Indian S&T literature, and to compare them. A variety of analytical techniques were used to examine the infrastructure and technical structure from multiple perspectives, including factor analysis, correlation mapping, and document clustering (both traditional and fuzzy). The summary results and conclusions from these studies are described. The first section of the article presents an assessment of S&T literature of China. The second section presents an assessment of S&T literature of India, and the third section compares research outputs of India and China from multiple perspectives.
