Examines the concept of public libraries in general, as well as the state of public libraries in India in the light of the new and emerging technological dispensation. It proceeds to give a detailed account of recommended steps for introducing and maintaining electronic information services for public use. Some fledgling real cases involving impressive attempts of delivering much needed information services in rural areas, using electronic or "digital" media, are mentioned. Conceivable suggestions for the' way forward affecting public libraries are given, wherever applicable.

Methodology has been presented for proper classification of fuzzy information. In this system, the fuzzy rules are used as input-output stimuli's. The system consists of layered architecture of fuzzy- feed forward neural network. In this architecture the first hidden layer generates the degree of membership (DOM) for all the input-output patterns pairs. This vector of degree of membership is now being trained into the neural network for generating the fiinal classification of rules using the Backpropagation algorithm of feed forward neural network. Thus, neural network as a whole performs two tasks. First it generates the degree of membership and later it classifies the rules in different classes on the basis of membership function. A simulation program in C has been deliberated and developed for analyzing the consequences. The overall process has been illustrated by applying to one real-world classification problems i.e. IRIS. Results show the accuracy of the classification and improvement in the epochs for learning the fuzzy rules.

The result of such effort is to be known as Intellectual Property Right (IPR). The right in the intellectual property is protected by the appropriate legislation of the country. Typically the right will be sold or licensed to other or will beused to safeguard investment in new ventures, so that the ideas they represent may be developed and exploited to the ultimate benefit of the inventor.

Fairly large number of publications in sociology, in computer science or in information sciences, as well as in studies of collaboration in science deal with the studies of social networks with unweighted ties because measures involving unweighted ties are easier to calculate. A few studies on networks with weighted ties have been conducted. Such studies not only need more complex formulas but also a process of quantification specially when quantitative empirical data are not directly available. The later are, however, directly available under the condition of using bibliometric or webometric data. New complex measures of the degree centrality are introduced including weighted ties possible for use of the analysis of co-authorship or citation networks. Both co-authorship relations and citations are well-quantified data (weighted ties).

Collaboration among Iranian News Agencies Websites using Webometrics methods has been described. In this research, in-links and co-links to Iranian news agencies website were analyzed to determinate the visibility and collaboration among the web sites. Using Yahoo directory 21 Iranian news agencies websites were studied to extract in-links & Co-links. Clustering and multi dimensional scaling methods were applied to analyze data. Results showed that Iranian News Agencies Websites are grouped in five clusters and exchange information and news with each other. The data revealed that those news agencies that are more identical in terms of their subject areas collaborate more. The research also revealed that only ANA News Agency website (Islamic Azad University News Agency) had not been clustered to other Iranian news agencies websites. Also reveals increasing collaboration among Iranian news agencies websites. This can contribute to accuracy and comprehensiveness of the news broadcast)

Major findings are: 566(84.85%) respondents seek information through television, which is the main source of information seeking in rural areas. Regarding familiarity with new technologies most of the respondents(98.50%) are familiar with telephone, while only 29(4.34%) people are familiar with Internet. Almanac is a main reference and information source for getting of information. Regarding Government schemes 76.46% people depend on radio/television to get information in rural area.

Obsolescence and aging studies are important areas of citation analysis in Library and Information science. Attempts to examine the obsolescence of literature in Physics by citation analysis and reviewed various studies already done in the field and outlined the results. The study is based on the 3,180 citations, cited in the 12 doctoral dissertations of Physics awarded from Department of Physics. University of Kerala, India during the period of 1999-2003. It is observed that journals and books are the most preferred bibliographic form of citations used by the Physicists. and they occupy 82.08% and 12.92% respectively. The findings show that the half-life of journal citations was 14 years and for books it was 25 years. The mean year of journals was calculated as 17.58 and 23.09 years for the books.

Vast global information are still controlled and managed by the libraries only and a lump sum amount of the budgets are also being spent on storage. management and delivery of information (books, Journals, e- documents etc.). But in spite of huge expenditure, each and every small libraries is not capable to meet out cent percent requirements of users searching relevant information .The globalization of marketing technology has drastically changed the minds of the people, lifestyle, economics etc. The study reflects that year 2020 would be a year of economic concept of global information management through retail concept which will directly empower the people to collect, select and utilize information strictly on users profile/need. Most of the small libraries have become tool/shelter for collecting, storing vast information from publishers. Retail information concept ciill, trigger proper delivery of information to right users only within limited financial constraints.

Scatter of journal literature in physic. 4916 references from 38 PhD theses of Physics has been studied (Electronics, Nuclear Physics, Optiand Solitl State Physics) submitted to the University of Burdwan during 1981 to 1995 are studied. The number of journals required to fulfil 25%, 50%, 75%, 90% and 100% of demands in various subjects and periods are identified. To quantifY the scatter oflast 10% of references in large number of journal titles, a new scale named AB's Coefficient of Dispersion (ABDISC) is introduced as given below: d=(y-x)/y where, 'd'= AB's Coefficient of Dispersion (ABDISC), 'x' = number of journal titles required to satisfY 90% of the references and 'y' = number of journals titles required to cover 100% of the references in the subject. ABDISC will indicate the portion of the total journal titles required to satisfy the last 10% of need in a subject or the so-called residual need that can be fulfilled by inter library loan/document delivery service.

Today, most of the cultural and heritage materials are being converted into digitized forms to provide immediate accessibility anywhere in the world. But due to obsolescence of formats, hardware, software and carriers, digital information will be lost unless we act. Hence preservation of digital materials for the benefit of present and future generations is an urgent issue to address. The present article explores various strategies and methodologies for preserving digital heritage materials; discusses issues concerning digital preservation (DP); enjoins upon the national libraries to take the responsibility for DP with the co-operation of several stakeholders - the Government, publishers and IT industry; gives an overview of initiatives taken by the national libraries world wide for preserving digital heritage materials; and discusses Indian scenario. It also focuses on the pressing need for the national library, state libraries, museums and libraries to work together more closely to successfully organize digital archiving in the 21st century.

Intellectual property right (IPR) protection plays a key role in getting an advantageous position in the competitive world for achieving economic growth. This has become more pronounced in the globalized economy with the obligations in the field of IPR in the WTO regime. With the globalization of trade and commerce, it has become important to enrich our knowledge about IPR and their domain in agriculture. IPRs are important not only because India as a member is required to accede to the conditions of an international agreement but also because they offer possible mechanisms for stimulating research, enabling access to technology and promoting enterprise growth with an ultimate aim to benefit the farming community. The importance of IPRs can be gauged from the fact that most globally competitive corporations strategically protect their intellectual properties in all potential markets/countries by filling patents, geographical indications and other IP arrangements. Although each country implements intellectual property laws at the national level, the TRIPS (Trade Related Aspects of Intellectual Property Rights) Agreement imposes minimum standards on patents and other IPs. As a result of the commitments made under the TRIPS Agreement, India has undertaken a process to enact and amend their existing norms of IP protection to be TRIPS compliant. For protecting the rich cultural heritage of India and for the benefit of farmers, India has enacted the Protection of Plant Varieties and Farmers' Rights Act, 2001. This should be considered as the most important legislation in context of agriculture. Thus, creating, obtaining, protecting and managing intellectual property must become a corporate activity in the same manner as the raising of resources and funds.

Descriptive catalogues of the manuscripts collection in the Departments of Sanskrit and Malayalam were analysed. The aim of the study was to find out subject wise break-up, competition wise break-up, authorship and anonymous works, Language wise break-up and to determine form and language in which more works have been delivered. Interviews with the users were also conducted to know more about the collection. Manuscripts handling a vide range of topics in Sanskrit literature in Sanskrit language are present in the collection. Majority of the manuscripts in the collection did not give any information about the period of recording. More than 50% of the manuscripts are complete. Works with known authorship and unknown authorship in the collection are almost equal in number.

Majority of the science doctoral students are unaware of the major search engines and they lack proper knowledge regarding the various advanced search methods using in online search. Therefore, there is a need to provide proper guidance and training to the scientific community in the use of electronic information resources.

Compared to modern medicine in Ayurveda medicine information users have some peculiar features. There existed a general tendency to keep information sources used by them, and their research results very secretive. But there is a gradual change in this situation. The author has studied the information needs and the information seeking behaviour of Ayurveda information users. These users have been identified as falling in different groups, such as Scientists and Researchers, Practitioners, Teachers and Students. The survey has brought out the collected data and their analyses with respect to the different user groups, the types of information sources used, like books, perlodicals, seminar volumes, theses and dissertations and manuscripts, attendance in seminars and conferences, etc. The use of Ottamoolies in treatment and the general secretive attitude of the practitioners in sharing information about them is highlighted. The author advocates the establishement of a National Information System in Ayurveda which can help all categories of Ayurveda information users through proper collection, storage, processing and dissemination of information.

Financial issues of the library schools residing in the public universities especially in the South Asian region are discussed. It specifies the particular issues faced by the library schools because of their small size, high proportion of women as staff and students, lack of research and their tendency to relate more to the professional world than the academic world. It provides a detailed SWOT analysis of the National Institute of Library and Information Sciences (NILIS). It also describes the Ansoff Matrix, which is a commonly used tool by the business organisations to develop market-product strategies. The paper analyses the education programmes commenced by the NILIS during 2003-2005 in the light of marketing-product strategy. It discusses the success of the endeavour using the Boston Matrix, which is a tool used to measure the success of the market-product strategy. The paper also highlights some threats posed by the environment, which hinder the successful implementation of the programmes and concludes that an authority to manage financial matters and qualified staff with a sound knowledge of financial regulations is essential for the success of the market-product strategies.
