This paper raises some concerns in the implementation of the ethical principles prescribed for library and information professionals at a time when these create conflict with their responsibilities towards the society. It stresses the need to orient the library professionals in ethical issues and social responsibilities, which is increasingly being felt, as codes of ethics are not sufficient to deal with the ethical dilemmas faced in the changing technology environment. In the absence of a set of ethics prescribed exclusively for library profession in India, it is recommended that library associations in India should make similar efforts like the American Library Association and others to formulate ethical guidelines that befit the changing technological and social environment and regularly address the aspect of social responsibilities of professionals to sort out ethical dilemmas.

The purpose of the study was to examine the influence of self-esteem and job involvement on career satisfaction of librarians in public universities in south- western Nigeria. Research design was of the ex-post facto type. Sampling technique was total enumeration. Out of 165 librarians, 133 (80.6%) completed and returned copies of their questionnaire which were used for analysis. Self-esteem, Job involvement and career satisfaction questionnaires were used to obtain data. Three hypotheses were tested at 0.05 level of significance. Data were analysed using descriptive statistics, Pearson Product moment Correlation and Multiple Regression. Paper discusses the skill development of professional librarians in the college libraries in Kerala towards Information Technology (IT) application. The author conducted a questionnaire survey of selected college libraries to carry out the work. A sample population of 269 professionally qualified college librarians was selected using stratified sampling method covering representation from all types of colleges. An attempt was made to measure the present level of skill of librarians towards IT application. The impact of personal and professional characteristics of librarians on their Skill towards IT application was also studied. Significance of difference between the mean scores of the level of skills of different sub groups was also tested. The major findings of the study was that the mean score of skill of librarians in IT application is 3.16 and it was also found that out of fifteen independent variables selected for test ten variables show significant difference in the mean scores of skill, of that seven show high significant level of difference. The result clearly reveals that the college librarians as a whole have an average level of skill in IT application. Suggestions are also made for developing the IT skills of librarians.

It is obvious that each information service exists for the sole purpose of satisfying its users. All its activities, services and products, ie., the totality of its functions are geared towards this purpose. How well this purpose is served is a measure of the effectiveness and usability of that information service. According to the value place of National Library as the golden gateway to access quick easy and unlimited information, considering its web usability can be useful. This paper aims to provide knowledge about the metrics of web usability evaluation in Iran National Library Website. Taking a critical approach, this article examines Iran National Library Web Site, in order to conduct a reliable usability assessment. The tools for data collection was an explanatory checklist, developed by the researchers based on the review of the literatures - a practical way with providing appropriate solutions deals - consisted of 11 log evaluation criteria and 160 components, desired website was measured by it. In order to analyze research findings, descriptive statistics (frequency and percentage) used for this purpose. In general, the results showed that the web usability evaluation of Iran National Library Website (In comparison with the overall assessment of compliance of all criteria, in index website, with 663 points) is 594 points (88/5 percent). While the design of National Library Websites should be completely based on functions that support of National Library's major arms, especially in information retrieving as well as rendering public information services. Identifying the advantages and disadvantages of the method and employing it in real research environments to assess the usability of national library web site can not only be a useful exercise to measure the extent to which the studied website had the desired elements and features, but can also be a starting point for further discussions on the reliability of usability evaluation method which can also be applied to other types of web site.

As search engines have become an essential tool for searching for information on the web many alternative search services have specialized in finding topic- or format-specific search results. By creating a ranking of these ASEs within selected categories we present an overview of the ASEs which are currently available. Through webometric indicators the ASEs were compared and the most popular ASEs of the respective categories determined.

This paper studies the influence of different information sources on tourists visiting Kerala, in the selection of tourist destination. Internet based sources, word of mouth, tourism department publications like travel brochures, advertisement in print and audio-visual media, professional sources like tour operators and perception or intuition of the tourists were evaluated and its influences are tested for different segments of tourists based on their need and reason for travelling, demography and experience. It is observed that influence of almost all the information sources across various segments are found to be significantly different, and the internet based sources are the highly selected one. Perception of the tourists plays a prominent role in shaping the image about a destination.

Information technology has enabled academic libraries, as in the case of the other types of libraries, to move from traditional paper based environments towards networked electronic environment. A large number of subscribed and open sources electronic information resources are available in the engineering discipline. The present study was carried at autonomous engineering institutions affiliated to Visvesvaraya Technological University in Karnataka to examine the factors affect the optimum utilization of electronic information resources and search pattern. The study mainly focused on the use of different types of electronic information resources by the faculty, experience of using e-resources, problems faced, preferred search engines and search methods and skills required for better utilisation of electronic information resources. For this purpose the researchers prepared a well structured questionnaire as a tool for data collection and the collected questionnaire has been analyzed and presented with useful percentage analysis and suitable tables for presentation of data. It is clear from the study that majority of 1684 (75.14%) of the faculty use electronic information resources for their academic and research activities. The article concluded with summarizes the results highlighting the major findings and suggestions.

To perform a qualitative assessment of research publications coming from two premier medical institutes in India. Research publications from AIIMS and PGIMER published during 2004 to 2008 were analyzed. The publications were categorized into five types. A year-wise analysis was done for both the institutes. Data was obtained from Scopus. The collected data included the number of papers published in a category, total citations received by a type of publication in a year, number of publications which have no citations, number of publications with only one citation, h-index, number of zero and only one citation were added to get publications with negligible citations. A total number of 4,828 and 2,882 research publications were analyzed from AIIMS and PGIMER respectively. The original articles attracted highest no of citations that is 64 and 66% of the total citations in a year for AIIMS and PGIMER respectively. Approximately 37 to 42% of the original articles get negligible citations. The h-index for various categories of article was higher for the original articles (18/13), whereas it was very low for other category of research publications. The original articles fetch more citations in long run. Close to 40% of the original research done in the studied institutes get negligible citations pointing toward their outcome utility and quality. More than 60% of the minor category publications remain uncited. This sort of data if periodically obtained should serve as a benchmark for quality analysis of scientific research.

Presents the results of a survey on the use of electronic resources by the teachers of degree colleges in Chandigarh. The objectives of the survey was to know the sources and purpose of accessing e-resources. A questionnaire was randomly circulated to three hundred teachers in ten degree colleges in Chandigarh who visited the libraries in their college libraries. The overall response rate was 70%. The study indicated that the teachers of the colleges use search engines as a major source to access e-resources for their information needs. In order to overcome the hindrances experienced by the teachers in accessing the e-resources, the study recommends awareness programmes and to provide training on web searching and information retrieval skills.

The study investigated the influence of work locus of control and self- efficacy on the career commitment of librarians in public universities in western Nigeria. The study adopted the descriptive research designed of the ex-post- facto type. The population for the study consisted of all the 163 librarians in public universities in western Nigeria. The sampling technique used was total enumeration. One hundred and eleven (111) librarians filled and returned their questionnaires which were used for analysis. Data for the study were collected using three research instruments namely; the self-efficacy questionnaire, the work locus of control questionnaire and the career commitment questionnaire. The analysis is carried out in the light of national-level practices and perspective. Analysis of SWOT results in few strategies, which can be useful for contemporary open and distance education centres in India. This investigation points out that the curriculum of LIS education in India definitely needs to be based on the traditional library practices as well as modern trends for library functioning and services by adopting the information and communication technology application. Overall, uniformity and quality maintained in LIS education is very much necessary without consideration of formal or informal mode of education. Finally, all stakeholders should be aware that the changing paradigm of LIS profession is to cope with the challenges in the present era. As a whole, this paper canvases all together the strengths, weakness, opportunities and threats of LIS education in distance mode for potential learner as well as distance education centres.

It has been 60 years since I began my career in information science. Since that time there have been huge changes in technology that are reflected in the way that scientific and scholarly information is disseminated, retrieved, and evaluated. The younger generation of scientists in Turkey and elsewhere will not even remember Current Contents or the huge printed volumes of the Science Citation Index. In its first generation of life, Current Contents became the compulsory reading habit of scientists throughout the world. Then in its second generation of life, we began to publish in Current Contents the series called This week's Citation Classic. Over the next 15 years, we asked thousands of authors to write commentaries on their highly cited papers. Four thousand of these one-page commentaries can be found at (http://www.citationclas-sics.org/). Quite often authors would say that these were not necessarily their most important papers. So when I was asked to write a commentary about my 1955 paper in Science l I had to point out that this primordial paper on Citation Indexing was neither my most cited work nor my most significant. My 1972 paper in Science, [2] on using citation analysis to evaluate journals, has attracted much more attention. My most-cited work is in fact my 1979 book, Citation Indexing. [3] Books, like review papers, are easy ways to refer to an author's work in a general way. However, tracing the genealogy of citations to my 1955 paper reveals the evolution of the concept of citation indexing - from a system for information retrieval to a tool for research evaluation. In a paper that I had prepared at the request of the then editor of Science in 1995, I suggested that the tail was now wagging the dog. I will say more about this later. Indeed, this was the theme of my Keynote Address at the last COLLNET conference in Dalian, China. I feel honored to have been invited to COLLNET again.

According to the United Nations, nanotechnology is one of the emerging research fields which will have a positive impact on both developing and developed countries. For example, nanotechnology is used for water purification in poor countries. On the other hand, it is used in developed countries (rich) to manufacture better computer devices. Nanotechnology is a part of the strategic plan for each developing country. For example, the 7th European Union Scientific Framework (EUSF) has invested tremendously in nanotechnology since 2000. The Turkish government also has adopted a new approach by becoming part of the EUSF and has invested heavily in research and development. Focusing on an invisible college in the scientific community in Turkey, this study aims to evaluate the diffusion of nanotechnology among scientists. Using social network analysis metrics, authors identified and analyzed the role and status of scientists in the two most prominent universities (Hacettepe University & Bilkent University) regarding nano-related technologies diffusion in Turkey. Founds that co-authorship across the two universities is minimal, even in subject area research in both universities. However, the number of nano-related articles have increased exponentially in past decade in Turkey. Furthermore, a co-word analysis revealed the scientific trends in both universities. Keywords description revealed that the scientific trends in Hacettepe University are mostly nano biomedical research oriented whereas in Bilkent University scientific trends are metallurgical oriented in nano-related technologies. Data were derived from Thomson Reuters' Web of Science (WoS) version 4 database and CiteSpace was used to map the co-author network structure.

The evaluation of scientific activity is essential in building R&D indicators which are used to ensure the distribution of resources, the development of national, regional and institutional policies and to assess the results of the implemented strategies. Recently, this type of evaluation has also become a point of interest for nations that present rapid expanding scientific output. This is the case of Brazil. However, in addition to data at national level, it is also important to identify the situation at regional level, since several Brazilian regions present a huge diversity. The purpose of this paper is to provide an overview of the scientific output in Rio Grande do Sul, a state located in southern Brazil, indexed by Web of Science between the years 2000 and 2010, identifying characteristics such as the output size, document type, language and journal name. Bibexcel software was employed for analysis of the 41,552 references obtained. Results show a large growth of scientific output between years 2006 and 2009, the diversity of languages in which papers are published, the importance of journal papers and the prevalence of articles on Agriculture.

Twenty four h reading room, as accessible at 'Nimbe Adedipe Library, Federal University of Agriculture, Abeokuta, Ogun State, Nigeria, allows readers to read 24/7 unhindered with free entry and exit. It is an innovation at some university (academic) libraries in Nigeria to propel students' reading habit. Thus, to deduce users' impression of the reading room, 100 copies of a structured questionnaire was administered on the readers; out of which 98 copies were properly completed, returned and used for this study, representing a response rate of 98%. The study revealed that the readers valued the reading room, as all categories of students make use of the place. The readers also consider the library very conducive to reading. However, some challenges were identified, to which necessary solutions are recommended.

Unlike other key technologies, in nanotechnol-ogy we observe emerging economies particularly China competing with advanced OECD economies. This sends an important signal as emerging economies are generally involved in adaptive R&D and undertake follow on innovation. Keeping this in context, the paper attempts to capture the contemporary position of nanotechnology development in China through bibliometric and innovation indicators. We argue that applying innovation indicators such as standards and products/processes developed along with bibliometric indicators provide a deeper insight of a country's development. The study shows China has been able to make an assertion in this area and has potentiality to forge ahead. It is emerging as a leading country in publication and standardization activity.
