Over the last few decades Indian legal deposit legislation or Delivery of Books Act 1954 did not help much the National Library to build up a comprehensive collection of Indian publications due to several shortcomings of the act. The other two relevant acts, Press and Books Registration Act 1867 and Copyright Act of India 1957 running parallel have helped in creating more confusion with both publishing community and library world of India. Another crucial issue that failed to allow the National Library to keep pace with the dynamics of national library services is because of the rigid rules and regulations that are to be followed by being under the direct control of the central government with very little flexibility in management and policy matters. Author suggested several long and short term action plans that would surely help in putting it back on the growth track.

With the explosive growth of information, it is becoming increasingly difficult to retrieve the relevant documents with statistical means only. This begets new challenges to IR community and motivates researchers to look for intelligent Information Retrieval (IR) systems that search and/or filter information automatically based on some higher level of understanding are required. This higher level of understanding can only be achieved through processing of text based on semantics, which is not possible by considering a document as a "bag of words". We make a humble effort in this direction by investigating techniques that attempt to utilize semantics to improve effectiveness in IR. This paper emphasizes an improved representation of documents and by incorporating limited semantic knowledge; it is possible to improve the effectiveness of an IR system.

Internet's rapid growth and broad penetration, along with affordable enabling Web 2.0 technologies, has not only democratized access to information but also catalyzed open access publishing which has contributed mainly to the explosion of freely available digital information. This phenomenon poses tremendous challenges, and opportunities, for libraries and librarians in delivering on their core mission of facilitating research, teaching, and learning in discovering, collecting, organizing and preserving invaluable knowledge from this vast information base. A web 2.0 site gives its users the free choice to interact or collaborate with each other in a social media dialogue as creators of user generated content in a virtual community, in contrast to websites where users are limited to the passive viewing of content that was created for them. Examples of Web 2.0 include social-networking sites, blogs, wikis, video-sharing sites, hosted services, web applications.

Till 1970s, Indian libraries were mainly dependent upon their own resources to meet their users' information needs. Then came an era of computerisation where libraries started working in a collaborative manner being connected through networks or consortia to utilise the resources of participating libraries also. Now cloud computing is emerging as a new technology which is becoming popular for scholarly communications in different types of organisations, particularly in corporate organisations. In this context, the article reviews how far cloud computing is suitable in libraries and the extent to which its applications and services can be used. The authors believe that India is self-sufficient now as it has the adequate technology and skills to bridge the digital divide. The cloud computing model would enable libraries to maintain better control over the applications and the data stores containing sensitive, private information. In addition, it helps the users to maintain their personalised information. Infrastructure virtualisation and cloud computing are becoming attractive choices being challenged by growth in the size of collection, new formats and dynamic usage. Hence, it is high time for the libraries to focus and avail the advantages of cloud computing to offer user-centered multi-level services to enable them to achieve greater level of satisfaction.

Paper evaluates and compares the features and functionalities of OPACs in university libraries of Chandigarh and Punjab, to identify whether these OPACs are offering searching capabilities and facilities in accordance with present days, rapid paced, digital age and IT-based society. The findings reveal that although all these OPACs under study provide basic search options and facilities, but an evaluation of the checklist features indicates shortcomings that continue to persist among them. System designers have as yet not exploited the latest technology inputs for better utilization of OPACs. Therefore, libraries have to rethink the application of advanced web technologies to make the OPACs efficiently functional, usable and attractive for users of the fast changing technology era to access information on OPAC in a modem technological environment.

Glorious past of Indian culture lies in the ancient manuscripts. These are the basic historical evidence and have great research value. It is estimated that India possesses more than five million manuscripts, making her the largest repository of manuscript wealth in the world. Though our ancestors had tried to preserve these manuscripts, thousands of such valued unpublished Indian manuscripts on varied subjects are lying scattered or fragmented in India and foreign collections and some of these are no longer accessible to research scholars. This invaluable and unique pool of knowledge is under threat and manuscripts are disappearing at an alarming rate. The Indira Gandhi National Centre for the Arts (IGNCA) was established in 1987. Kala Nidhi, a National Information System and Data Bank, consists of the reference library of print collections, a large library of Microfilms/Microfiches, collection of slides, cultural archives and photo documentation in the disciplines of Arts and Archaeology. Recognizing the need to encompass and preserve this knowledge resource and to make these accessible to scholars and researchers, IGNCA had initiated, the most important manuscript microfilming programme in 1989. In this paper the following topics have been discussed: Definition of manuscript, Tradition of preservation and access in India, Institutional and individual efforts in the melds of preservation and access in India.

Rabindranath Tagore (1861-1941) received Nobel Prize for Gitanjali (Songs Offerings) in 1913 which is a collection of poems from different kavyagrantha (book of poems). The present paper is an attempt to study the growth of poems of Gitanjali, their lengths, places and dates of writings, use of words, rank frequency of different words and to find out whether Gitanjali follows any bibliometric law. The study also tries to find justification of the title Gitanjali with the help of bibliometric techniques. It is observed from the study that many poems of Gitanjali are songs, written long before the publication and submission of Gitanjali for Nobel Prize. The rank-frequency distribution of words in Gitanjali do not follow Zipf s law but justiies the title of the kavyagrantha.
