In India the situation of schools, school libraries, and school librarians is in a poor condition as compared to the advanced countries in the world. Most of the schools do not have libraries, and wherever libraries are available, the properly trained manpower is not available to manage those libraries. There are many reasons for this problem including budget, space, resources, manpower, lack of national policies, and standards. One of the problems is lack of proper training to school librarians in Indian library school. The paper reviews the need for school library, UNESCO manifestation of school library, national and international scenarios, school library standards & guidelines, roles, and responsibility of school librarians, and impact of school libraries on students, and teachers. The school library plays an important role on the overall development of the students to transform them into knowledgeable persons. Their reading skills, information seeking skills, and the knowledge about the library resources can be improved due to the school library and the school librarian. So, the need for professionally trained manpower to man these libraries is also discussed.

The advancement of meta-searching of electronic resources (e-resources) has now become possible with the help of gateway, a communications network technology, resulting in greater control over the resources presentation to the users. This paper describes the importance of gateway in managing the e-resources in college's library system. This paper also highlights the objectives, scope and interdisciplinary relevance of gateway in academic libraries. The paper explains the steps involved in building gateway, such as preliminary preparation, planning and designing, development of online gateway, testing and implementation. Besides this, open archive initiative and protocol metadata initiatives (OAI-PMH) and Z39.50 standards, architecture and features of the knowledge gateway have been discussed.

DESIDOC Journal of Library & Information Technology (DJLIT), formerly known as DESIDOC Bulletin of Information Technology, is a peer-reviewed, open access, bimonthly journal. This paper presents a bibliometric analysis of the journal to assess the pattern of growth of the research output published in the journal, pattern of authorship and geographic distribution of output, subjects covered and citation analysis of the references attached to the papers and change in them over two different periods (2001-2006) and (2007-2012). It is found that 391 papers were published during the period of study (2001-2012). The maximum number of articles (65) was published in 2012. The maximum number of contributions is joint collaborations with 61.4%. Most of the contributions (88%) are from India and 12% are foreign contributions. The study revealed that majority of the authors preferred journals as the source of information providing the highest number of citations. Dr BM Gupta has published maximum number of articles (26) in the Journal during the period under study. The maximum number of articles (65%) has the length of 6-10 pages. Maximum number of special issues (5) was published in 2012.

Over the last several years, the UGC-INFONET Digital Library Consortium has been providing Indian universities with electronic access to national and international scholarly journals. These journals span wide areas of natural and physical sciences, social sciences and humanities, and address a long-standing need of the university community for access to scholarly publications. In this article, we describe some details of this programme and examine the impact it has made on research and development activity in the universities. The research output data from three citation indices, namely Science Citation Index, Social Sciences Citation Index and Arts and Humanities Citation Index for the first 50 universities to be made part of the programme have revealed that the number of research articles produced by these 50 universities has increased by more than 75 in past 5 years, i.e. from 2005 to 2009 in comparison to the previous block of 5 years, i.e. 2000 to 2004. While increase in research output is evident in all three major subject disciplines, i.e. science, social science and arts and humanities, increase in research output is significantly higher in science, compared to the other two disciplines. Moreover, a strong positive correlation is found between the number of articles downloaded by these 50universities from e-resources accessible to them through the consortium and research articles published by them. We also comment on the influence of other factors such as number of researchers and level of research funding on this correlation.

This study examines the use of collections and services at Dr B.R. Ambedkar NIT Central Library, Jalandhar. Well-structured 196 questionnaires were distributed among NIT Central Library users during the academic session 2010-11, to find out information seeking behaviour of the users. Out of them, 178 filled questionnaires were received, and 170 (95.51 %) were found fit for analysis. This study demonstrates and elaborates various aspects of the use of collections and services, purpose of visit to the library by the user, adequacy of library hours, infrastructure facilities and use of internet information resources. The paper also identifies the levels of use of various services provided, access of online database services, database search techniques, and users' awareness about different types of library network. It highlights satisfaction with overall functioning of the library. Suggestions have been given to make the collections and services more beneficial for the academic community of the technical institutes.

This paper lists important publications on classification by S. R. Ranganathan (1892-1972), veritably called the father of Indian library movement. It outlines brief history of the seven editions of his revolutionary colon classification (CC) from 1928 to 1987. Seven editions are grouped into three evolutionary versions. It states the unique features of the CC as based on his deep study of the nature and growth of knowledge, and explains the work of designing a classification system into three successive but demarcated planes of work, namely, idea, verbal, and notional planes. Tools for designing and evaluating a system are enshrined in his 55 canons, 22 principles, 13 postulates and 10 devices. Further, this paper discusses the division and mapping of knowledge, types of subjects, and modes of their formation in the universe of knowledge as envisaged by Ranganathan. Semantic and syntactic relations are enshrined in his PMEST facet formula fitted with rounds and levels of facets, and other principles, such as the famous Wall-Picture principle, for citation order of facets. It also briefly explains - 4 - facet analysis and number building with its notational base of 74 digits, and concludes with extent of its use and its enduring contribution to the science of classification and its future.

(1979) to the current one 23rd (2011). It explains the management and tools like the ESS4.0 for revising the DDC. The paper finds the role of the OCLC and the DC Editorial Policy Committee (DCEPC) and the European Dewey Users Group (EDUG) in keeping the DDC update, relevant and remain connected with the users all over the world. It explains its various print and electronic versions, namely, Full edition in 4 volumes, Abridged Dewey in one volume, and its electronic editions since 1993 such as the Electronic Dewey, Dewey for Windows (DfW) and now the WebDewey and the Dewey database. The paper explains the organised and continued efforts of the OCLC to keep DDC popular and relevant to the use in libraries in the IT environment. It states the official efforts to make it a truly international classification by reducing the Western and Christian bias and make it more faceted with every edition.

Library catalogues are significant surrogates of the documents in the library collection. This paper first describes the conceptual model of FRBR. Then it shifts its focus and goes on to describe the Colon Book Numbers of S.R. Ranganathan. Subsequently, it explores a symbiotic relationship between Fundamental Requirements for Bibliographic Records (FRBR) and Colon Book Numbers. The study reveals that many of the features of FRBR are already present in Colon Book Numbers. The paper concludes that catalogues adopting FRBR model can go for a full-fledged book numbering system like Colon Book Numbers, so that, a simple call number search can also bring together all the entity-relationships in the retrievals.

This paper briefly describes a pilot project to design and develop a multilingual- English and eight other languages of India - thesaurus for 'Education'. The thesaurus is derived from the bilingual (English-Kannada) Colon Classification (CC), (Ed. 7 revised). The CC number and Dewey Decimal Classification (DDC) number are metadata in the thesaurus strtucture. The thesaurus for each language is separately built using Greenstone Digital Library software. The descriptors are hyperlinked. Descriptor terms, terms in the Scope Note (text), CC and DDC numbers are indexed. Two or more of the thesauri can be searched simultaneously. The advantages of using class number in the search and retrieval are mentioned. Other issues discussed include interoperability as key to effective interlinking among knowledge organising tools (KOTs) and in integrating two or more KOTs, and issues and problems in building multilingual thesaurus (thesauri) with particular reference to the cultural frames and languages of India.

Even after two decades of digital presence in libraries and proliferation of electronic resources (e-resources) in terms of production, acquisition and usage the management of e-resources remains a cumbersome process. The process involved in the management of e-resources has often overwhelmed the library personnel. The life cycle of e-resources, especially in the academic institutions begin with the discovery and identification of the resource and moves on to the trial access, selecting the specific resource from the gamut of other resources followed by acquisition of the specific resource into the library realm and then felicitating access to the users and then the follow-up of studying the usage of the resource for further continuation of those resources. In between these processes there is the cumbersome chore of going through the licensing agreements and keeping the records correct. All these processes are time consuming and involve a lot of work. These relentless arrays of work have made librarians to look for systems which can save their time and energy and provide efficient management of e-resources. This paper looks at the origin of the ERMS (E-resource Management Systems) and the available ERMS in the library digital landscape.

In this study, the publications of Odisha are collected from ISI Web of Science and quantitatively analysed. Total 14,899 items were retrieved for the period 1967-2011, and there was no publications available from 1945-1966. From 1972, the publications grow steadily up to 1982 but after that the growth is irregular, then rapidly growth is notices from 2006 onwards. Authors of State have - 1 - collaborated with most of the developed countries of the world. It is a good sign that the publications of new institutes are increasing but publications of old colleges have decreased. The authors have published some of their publications in high impact journals. Some areas which are priority to State such as clinical sciences, geology, environmental sciences, marine sciences, and computer sciences are neglected.

This paper discusses that cataloguing continues to be basic tool of knowledge organisation which has taken over even the function of classification bringing together similar ideas accessible on multiple points. It traces the history of cataloguing and individual contributions made by Panizzi, Lubetzky, Cutter, and Ranganathan who laid the foundation for modern cataloguing. It discusses the background of Resource Description and Access (RDA) code as development over AACR-2. The conceptual model of Fundamental Requirements for Bibliographic Records (FRBR) along with its new terminology and basic principle of entity-relationship have been explained. While discussing new features of RDA, it has also been compared with AACR-2 to show the main difference between the two. It concludes that RDA is a descriptive catalogue code with metadata structure with added scope and advantages over AACR-2R but with mixed professional reaction on its adoption.

Advocates for open systems in science make claims for their efficient collaboration and transparent communication. Although these characteristics are consistent with the traditional norms of science, the implementation of open systems has had mixed effects, particularly on the role of trust. This case study of the published correspondence in research journals suggests that when communication moves from traditional print systems to open on-line systems, two levels of trust arise, one at the discourse level and another at the metadiscourse level. The coincidence and conflation of discourse in these two registers both ameliorate and trouble trust in the communication of science. Taken together, these methodological issues. raise doubts about the validity of Wolfe-Simon et al.'s assertion ... (Redfield, 2011). I don't know whether the authors are just bad scientists or whether they're unscrupulously pushing NASA's 'There's life in outer space!' agenda (Redfield, 2010).

Ontology has a philosophical and an epistemological dimension. The former position - 1 - addresses social and cultural knowledge from the standpoint of temporality while the latter describes representation and organizational aspects of cultural and social concepts for later retrieval. The epistemological standpoint falls within the domain of information science and information systems and the philosophical position underpins our theoretical assumptions and ideas about existence. Thus ontological assumptions frame not only our understanding of reality, but also direct our epistemological approach. An epistemological standpoint is how we come to gain knowledge. In designing systems for representing, organizing, and retrieving information it is ontology taken in its epistemological sense that reveals the first realities which deal with the fundamental categories of object, state of affairs, part, whole, etc, as well as the relations between parts and the whole and their laws of dependence Here ontology is taken to be "an explicit specification of a shared conceptualization". It is how the term is used in artificial intelligence (AI) and knowledge representation. In computer science and information science, ontology is a form|l representation of a set of concepts within a domain and the relationships between those concepts. It is used to reason about the properties of that domain, and may be used to define the domain. "Ontology is used in AI, the Semantic Web, systems engineering, software engineering, biomedical informatics, library science, enterprise bookmarking, and information architecture as a form of knowledge representation about the world or some part of it" (Wikipedia). Herald of Library Science occupies an important position among library science journals published from India. The present study is based on the coverage in LISA (Library and Information Science Abstracts) of papers published in the years 1969 to 2006. A total of 867 abstracts were retrieved from LISA for Herald; LISA volumes were manually scanned to get the number of papers published in each volume, number of authors in a paper, Indian and international authorship, leading authors, categories of papers like articles, book reviews, biographies, and conference reports, page length of papers, and subject areas of papers. The subject categorization was further extended to assess the number of papers on different types of libraries, institutions or personalities or countries or states or a scheme or product, or library/information topics. The paper also includes an analysis of a particular issue of the journal to stress on the diversity of content included in Herald. The paper also calls for providing an institutional backing to the journal along with application of IT tools for further augmenting the utility of the journal, like provision for e-submission of manuscripts, web access of contents pages and free full text web delivery of the journal for wider dissemination of its professionally rich contents to the target clientele.

Paper surveys the Internet-based information seeking behaviour and utilisation by doctors in Federal Medical Centre (FMC), Abeokuta, Ogun State, Nigeria. A structured questionnaire was designed to elicit the desired information. One hundred and fifty (150) copies of the questionnaire were administered on the doctors with the cooperation and assistance of the librarians at the centre. Ninety eight (98) copies of the questionnaires were completed, returned and used for this study, which represents (65.3%) response rate. The finding revealed that nearly all the doctors have access to the Internet, know how to use it and it affords them the opportunity of applying ideas gained from the use of Internet-based information to improves their work activities. The finding also reported inadequate infrastructure to support Internet information resources utilization. The study therefore recommended that hospital management should endeaviour to overhaul their infrastrucrural facilities as this will motivate doctors to utilize bulks of knowledge emanating from the Internet.

Multidisciplinary science journals include a few papers in economics. However, very few papers in economics appear in Current Science, itself a multidisciplinary journal. This article reports the results obtained from our analysis of the possible reasons for this situation. A study of almost 6500 articles from the journal's archives led us to the conclusion that the proportion of the journal's papers in the field of economics is very small, less than 0.5%. Thus we conducted an e-mail survey with 43 Indian authors publishing in Indian economics journals, asking them whether or not they had submitted any manuscript to Current Science and what were the reasons for this decision. Then, following a quantitative analysis, we constructed a model that represented the different argumentation strategies used by our sample of authors. Our main conclusion is that it is a lack of communication between economics researchers and the journal itself that creates disciplinary gaps in the multidisciplinary nature of Current Science.

This paper presents a study on the use of college library by the faculty and students of mathematics in arts and science colleges in North Madurai, Tamil Nadu. The colleges selected are Yadava College, MAVMM College and American College. A total of 165 questionnaires were distributed through random sampling method and finally 140 responded correctly. The main objective of the study is to examine the frequency of library visit, purpose, user satisfaction, search approach, use of reference sources, usefulness of college library services etc. It is found thai more than 1/3rd of the faculty and students visit the library dally and half of them several times a week. Faculty and students of MAVMM College are visiting the library several times than the other two colleges. The main purpose of the respondents is for borrowing books. Around half of the faculty are visiting the library for reading journals.. Half of them search documents through title. Most preferred reference sources are the subject dictionaries. Lending service is used most. For 3/5th of them Information obtaining from college library is most useful. The study is beneficial for streamlining the college libraries in this part of the country in the right direction.

Study focuses on the assessment and ranking of e-databases as per the criteria - availability of e-Journals (counts) as well as their usage (article downloads) and also by formulating an Indicator 'use per title' that measure the relationship between these two criteria over the period taking the case of University of Hyderabad India for the period of 2004-2011. The credibility of databases was tested by applying a non-parametric test - Kendall's Coefficient of Concordance Test (W) to matrix of ranks over the period. The test results Indicate that the ranks arrived as per single characteristic were more uniform during the period of study, whereas when three characteristics applied together lead to different conclusions that databases were dissimilar. The findings are giving interpretation that the databases can be assessed by applying any relevant criteria appropriate to the situation or crisis separately since each set of ranks are Independent and Informative for evaluating the value of a data-base in Its perspective. University libraries often need to decide fixing priorities taking the support of data in various dimensions. The kind of statistical model helps to evaluate the highly expensive databases in various perspectives independently and objectively.

Study is an Investigates in the utilization patterns of periodicals literature amongst the faculty members of Noorul Islam University, Kumaracoil, Tamil Nadu, India. 110 questionnaires were distributed and 96 were received back. It la found that more than 1/3 rd of the faculty members visit the periodical section twice in a week and an equal percentage once in a fortnight. But with regard to time spent for reading more than half of them (54.16%) spent only less than one hour. A quarter of the faculty read subject periodicals published from India whereas those reading foreign periodicals dally are only 6.25%. 4/5th of the faculty is of opinion that the subject periodicals are adequate. The main purpose of using subject periodicals for more than half of the faculty is for updating the latest development In the subject field.

Study presents a brief overview of the education and research scenario prevailing in Business Management discipline in India. The growth of research productivity in the discipline is assessed bibliometrically by the quantitative analysis of scholarly contribution of Indian researchers during the period 1997-2012 to define the strength and weakness of research landscape. The results shows a steady growth of literature for the past 16 years from 45 (0.56%) In 1997 to 1303(16.29%) in 2012. The two-authored publications predominate amongst the pattern of authorship. The applicability of Lotka's law is not validated from the values n = 2.5, C = 0.74, and D = 0.044 obtained using least square method. The productivity per author is declining as more than 78 percent have only single contribution.

This study Investigates Online Catalogue use in National University of Advanced Legal Studies (NUALS) library, Kochi, Kerala. Questionnaires were randomly distributed to 2OO users and 128 filled in questionnaires were received, with a response rate of 64%. All the 128 (1OO96) responses were analysed to find out the use of Online Public Access Catalogue at NUALS library. The researcher applied the five point Likert's scale. Statistical tests like mean and standard deviation (SD) were applied for the purpose of accuracy. The results of the survey Indicated that majority of the respondents agreed that they search for book(s), reference book(s), report(s), Journal(s) and least number of respondents search for theses in their library's Online Catalogue. Nearly 78.1% respondents are of the view that they use their online catalogue to a very great deal. Majority of the respondents were able to locate the documents of their Interest in the library through Online Catalogue. A large number of respondents estimated the rate of success in locating the documents of their Interest in their Online Catalogue as in 100% levels. About 118 (92.296) respondents stated that the extent of the use of the Online Catalogue was guided by their library's Online Catalogue.

The concept of NiE is very relevant in a state like Kerala, where many changes are taking place in the school education scenario. The present study is an attempt to analyze the initiative taken by three leading Malayalam newspapers. A deeper analysis shows that though the Malayalam newspapers are providing educational materials to support classrooms, there is no standardization or uniform policy and that they do not follow the NIE guidelines.

This study presents a scientometric analysis of 253 articles published in Sadhana during the year 2005-2009. Five volumes of the journal are taken up to observe the distribution of contribution, authorship pattern, institution-wise distribution, geographical distribution of contribution, average length of paper, tables and illustrations used and citation pattern in each volume. Results indicate that highest number of papers have been written by two authors. The contributions received in this journal are more from India than from the other countries. Foreign documents show their more representation in references cited. Journals are referred more frequently than other documents. The average number of references per article is 23.72 and 200.602 per volume.

There seems to be emerging, in recent years, a growing concern about the manner in which the commercial scientific publishers of today have helped distort the basic spirit of science by introducing essentially commercial ethos into scientific publishing. By attaching to their journals the rather dubious-valued index of 'impact factor' (IF), they have sought to enhance the perceptional value of their journals, making the authors go on a merry-go-round seeking to have their publication tagged by the high IF of the concerned journal. Furthermore, it has been noted that while the scientists provide the main research material for their publication and other services, like refereeing and serving on editorial boards, all for free, they are constrained to buy their own published product at exhorbitant prices, which the journals have been charging at ever escalating scales, in terms of their price. This note seeks to analyse the situation and underscore the danger of scientists being exploited by the scientific publishers, and to forewarn of the dangers in the use of false-valued index like IF for the purpose of evaluation of a scientist's work and its deleterious effects on the spirit and ethos of science.

Attempted to review the scientific publishing scenario in India as it obtains today. It is directed essentially towards physics journals, though some general observations may be applicable to other fields as well. It is pointed out that though there exist a number of journals in the country, they are more or less of a cover-all generalized complexion, catering to all fields of physics, mirroring an anachronism in current times where specialized journals are the order of the day. They thus present a fragmented face of Indian science, and are not entirely critical individually. If all were well with these journals, then one would have seen many prominent names of Indian science appearing as authors. We propose a unified publishing platform for Indian science (physics) which seeks to integrate the existing journals into a more viable and robust alternative that will project a strong face of Indian science just as the Physical Review system does for the American science.

Citation study of 10,845 citations appended to 80 doctoral dissertations in the field of horticulture awarded by Bidhan Chandra Krishi Viswavidyalay (BCKV) and Uttar Banga Krishi Viswavidya/ay (UBKV), West Bengal has been carried out to determine the use pattern of the cited literature by the researchers during 1991-2010. The study attempted to identify the department wise and crop wise of dissertations, bibliographic forms, ranking of the most used journals, geographical, chronological and obsolescence studies of literature in horticulture. The findings reveal that the researchers understudy have primarily depended on journals of horticulture for their source of information. The maximum doctoral contribution was in the department of Fruits & Orchard Management. Maximum number of dissertations was submitted on 'Mango' crop. The most of the cited journals come from India followed by USA. Indian journal title 'South Indian Horticulture' and foreign journal title "Hort Science' are the most used journals. Bradford's law does not fit well in journals. The half-life of the journal articles is found to be 24 years.

The current study aimed to evaluate such factors among the faculty members of Ilam university of Medical Sciences during 2006 until 2011. This is a retrospective cross-sectional study based on data collected by a questionnaire and interview. Data analyzed using descriptive statistics by SPSS package 18. Totally a research projects from researchers was enrolled in this study of which 74.6% men and 93.4 were married. 59.6% of researchers has BSc (51.1%), MSc and PhD (31.9%) and 16.6% worked of educational Deputy of this university. Accessing to scientific data banks, and lack of English language skills were among the most effective factors n research and satisfaction of researchers while good communication with staff of university research Department was in high importance.

Present-day technical college libraries compete with other service providers and may see a sharp decline in internal use statistics but may experience an equally dramatic increase in remote electronic use. Furthermore, technology and competitors help libraries to shape the expectations of younger generations about information gathering, evaluation, and use. A library, like any service organization, must have a motivated staff committed to the provision of excellent service and empowered to work directly with customers to deliver such service on a continuous basis. The focus is no longer merely on collections and things that a library possesses; rather, the core activity of a library should centre on service provision and improvement and on building an ongoing relationship between users and library services. Technical institutions need a standardized measure of library service quality in order to understand users' perceptions and improve library service quality that leads to better meet users' information needs. SERVQUAL scale is the most well known instrument for measuring service quality. The present paper is an attempt to measures the gap between the customer's level of expectation to perceived and how well they rated the service(s). This is an exploratory attempt to study the tangible aspect of SERVQUAL instrument to assess user's satisfaction with the services provided by the technical college libraries of Odisha where measuring performance would be an integral part to continuously improve quality of services.

We find that there are countries which are more profligate than India in the scramble for leadership in innovation, and also that there are countries which are harnessing their resources more effectively toward the same goal.
