Collnet J Scientomet Inf Mgmt 2014, 8(1), 91-107.
In this study the aim was to characterize the role of a scientific journal as a vector for the transfer of knowledge between different research communities. To detect the size and extent of a journal's readership, we used citation analysis of two scientific corpora constructed around the production of one journal. The first was made up of ex ante references or references cited in the bibliographies of all the articles published in the journal over a given year of publication while the second consisted of the articles' ex post references - subsequent works which cite them. Both corpora underwent a stage of clustering which produced a theme-based representation of the contents made possible by automatic indexing. Computer-aided thematic categorization validated by an expert gave a representation of both corpora through a vector of categories each element which indicated the level of representativity of the category in the corpus. A role indicator was then defined based on a calculation of cosine similarity between the two vectors of categories associated with the journal. This indicator qualified the behaviour of the journal in terms of a transfer vector for knowledge. The case study involved two journals in the field of Information and Communication Sciences and Technologies.

Relations among impact factors, references, citations and authors are Studied based on the data collected in the field of field mechanics. The multiple regression analysis indicates that in the regression equation Tc = a = + b x1 + c*x2 + c* x3, there is a statistically significant relation among the four variables; Tc is the total number of citations received by an article; x1 is the impact factor of the journal in which the article has been published; X2 is the number of references in the article and x3 is the number of authors in that article. The distribution of citations follows closely a lognormal distribution and the distribution of authors follows a Poisson distribution. It has also been observed that the strength of the relations between references and citations, and impact factors and citations are very weak.

The new trend in the 21th century is a sharp increase in the number of papers whose author counts exceed a thousand and more. In the current paper author have studied how the hyper-authorship collaboration (more specifically CMS collaboration) affects the cooperation spectrum in small countries and found that CMS collaboration strongly influences the co-authorship geography of small countries. It affects not only very small and less productive countries but also productive countries. This means that anticipating the trends of countries' cooperation on the ba-sis of co-authorship has become more complex. Therefore the countries which want to develop their RD&I strategies with different regions should be very careful in using co-authorship data without critical analysis.

Collnet J Scientomet Inf Mgmt 2014, 8(1), 49-60.
Bibliometrics has become a very important tool in government science policy in nowadays Russia. The paper describes the bibliomet-ric performance by two research communities: the Russian Academy of Science (RAS) and Higher education sector (HES). Sources were the Science Citation Index-Expanded for 2007-2011 and the Journal Citation Reports, 2010. More than 141,600 records and their citation scores were analyzed by broad subject categories, organizations, source of publications and share of internationally collaborative papers. Despite huge financial inflow in HES in the last seven year, RAS performance is still much stronger. The RAS is responsible for 56.3% of the research output, the HES for 42.6%. Research portfolio is focused on "hard sciences". A significant involvement of RAS in collaboration with HES was observed. Its share of collaborative papers with HES increased from 26.6% in 2007 up to 33.8% in 2011. Federal Universities and National Research demonstrate more strong collaboration with the RAS. A special study was conducted of papers cited at least 30 times (1153 unique records). International collaboration had a significant impact on Russian citation scores. Among 1153 highly cited papers 86.6% were internationally collaborative papers. The RAS contributed 59.4% to number of highly cited papers, twice more than HES. Our data demonstrate a dominannce by Russian Academy of Sciences performance over performance of Higher Education Sector and provide a better empirical basis for science policy.

Interdisciplinary research has been developed so quickly in recent decades and lots of research productivities have been achieved already. To trance the evolution pathway, reveal the research hotspots and obtain the fronts of interdisciplinary research as well as its development characteristics, informetric methods were employed in this study. From the Web of Science database, papers using in the topic word, like interdisciplinary related words from 1950 to 2012 were listed as the research objects. Some characteristics such as publication language, publication trend, publication contributors and knowledge basement for interdisciplinary were also analysed. Then the raw data was visualized in a number of co-citation maps through the knowledge visualization tool Citespace III to identify critical node documents during the evolutionary history of interdisciplinary research. The research hotspot and research front were carefully analysed using Citespace Ill's keyword clustering and burst terms detecting function. About ten key articles reflected the evolution pathway of interdisciplinary research, more than two main clusters and top twenty burst terms identified the research hot-spots and research fronts. It was also found that research perspective and approach are two mainstream's words of interdisciplinary research. Interdisciplinary related keywords are current research hotpots and represent future directions of interdisciplinary development/research. In addition, interdisciplinary are research areas with some promising prospects.

What libraries are facing today are the requirements of increasing numbers nomadic users. The nomadic learner has specific requirements, not all of which inlcude specific mobile devices or technologies, but rather a support system or infrastructure which allows easy access to information in a convenient form as the nomad moves from place to place. Across the education environment a shift of focus is occurring - 'learner demands, the technology supplies seamlessly'. This shift challenges libraries to examine their service delivery. M-learn/ng, or mobile learning, has challenged the library world to rethink the way it delivers services to, and address ten issues of, learners who use portable devices to access learning from a place and time and manner of their choice. This article considers the increasing need for libraries to promote their services and resources to a "mobile clientele". It also discussed how much the mobile devices have become part of our everyday lives and the ways in which we can use the technology in delivering library and information services. What are the technologies that are available to facilitate learning and the delivery of library services? How can the mobile devices to support the users while on move, particularly through the idea of turning ourselves into roving librarians. Explain delivery of library and information services through mobile devices. The paper concluded with the suggestions for the successful implementation of mobile rechnology oriented services.

Over the last couple of years 'copyright has been in the news lead lines. It is a complex area of law that has been developed over a number of centuries but still could not reach to the knowledge of the common people. Copyright Is a kind of intellectual property rights. It provides a legal framework which aimed at preventing the unlawful copying from other's creative work. Indian Copyright Act had been enacted in 1957 which has been successively amended in 1981, 1984, 1992, 1994, 1999 and 2012 in order to cope with the national and international requirements. Surprisingly, a considerable portion of masses are not aware about its importance. One of the major aspects of this act is reproduction of materials. This article raises some of the issue and identifies some problems relating to reproduction of copyrighted documents while photocopying. Some academics consider that photocopying has immense value for education and research because photocopying promotes dissemination of information. But authors feel that photocopying possesses a threat to the originality whereas publishers think It is threat to the publication industry. Indian copyright ad (Chapter XI, Section 52) has supportive provisions for reproduction of materials by library, pupils and teachers for educational, research and personal use. But at the same time it has scope to have enough confusion relating to permissible amount of photocopying. Indian Copyright Act does not lay down any quantitative restrictions even when it comes to personal or educational use. So, confusions and problems among US professionals students and photocopying venders are aroused. Thus this paper raises some of the practical issues relating to photocopying. Finally, open access system is suggested as a solution.

The flood of exponential information and simultaneous advent of processors and disseminators is a unique study in juxtaposition. Of late, there has been perceptible interest on Virtual Libraries. Insuperably, the growing demand for easy accessibility, timely and faster delivery of results and wider gamut of international coverage of business, technology and law have made corporate librarians look for effective ways to meet the information demands of their customers. Virtual Library, in extenso, is a means to meet the information demands in corporate settings. The Internet has metamorphosed the notion of a library into Virtual Library i.e. library without walls, shifting the library on to a desktop at the office or home. The litany of electronic information resources available over the Net and the Web distributed all over the world makes it possible to build virtual libraries and virtual reference sources in myriad subject areas.

With emphasizing the process of innovation, this paper classifies government intervention focused on innovation adoption into three dimensionalities: information support, financial support and personnel support. It also refines technological cognition into two aspects: perceived benefits including functional benefits and social benefits, and perceived costs including financial cost and risk. This paper develops an information technology adoption model of logistic enterprise for the context of government intervention, which based on the technology adoption theories of behavior perspective and follows the corresponding basic principle that government intervention affects adoption intention indirectly via technological cognition. Then, the study takes standard TMS and investigates some logistic enterprises in Zhejiang province to conduct empirical research. With collected - 6 - 113 valid data, the author tests the model by regression analysis. The results demonstrate that adoption intention is affected by government intervention through technological cognition, and reveals the path in which different kinds of government intervention affect technological cognition.

Libraries have been putting considerable efforts in the design of information products and services and distributing the same effectively and efficiently. In view of the social, economic, and technological changes, library and information centers have begun to realise that marketing of information products and services is an integral part of administration. This paper attempts to work out marketing strategies for the university libraries in Kerala by analysing the marketing orientation through a user survey. The data for the study was collected from a sample of 842 users of the university libraries in Kerala such as Kerala University Library (KUL), Mahatma Gandhi University Library (MGUL), Cochin University of Science and Technology Library (CUSATL), and CH Mohammed Koya Library of University of Calicut (CHMKL). The study found that most of the respondents are willing to pay for information services since they rely more on the quality of information services than the existing fee services. The preferred pricing policy is to provide necessary subsidy to the extent of 50% based on the payment capacity of various user segments. The survey found that only a few users are aware of existing service offered by the university libraries and there is need for effective promotional strategies. The study suggested various strategies for repositioning the university libraries in Kerala for marketing.

Libraries have always set an example in experimenting with new technology developments, whether it is automation or adopting other information and communication technologies to improve their services. This paper presents an outline of the application and use of developments in mobile telecommunication systems, web technologies (internet/intranet) and geographic systems like GPS/GPRS to provide ubiquitous, user-friendly, personalised and dynamic up to date information services to library users. This new technology will be of great help to libraries towards strengthening their relationship and providing enhanced user experience to existing users. Libraries may well reach out to the new/remote users who were considered unlikely to connect because of absence of a medium. This should be adopted in compliance with the information security policies and standards of the parent organisation.

Rule conflict is an important issue for associative classification due to a large set of rules. In this paper, a new approach called Associative Classification with Bayes (AC-Bayes) is proposed. To address rule conflicts, AC-Bayes has two distinguished features: (1) Associative classification is improved. (2) NaAve Bayesian model is applied in process of classification. A small set of high quality rules is generated by discovering not only frequent but mutual associated itemsets. Therefore, it will reduce the opportunities of rule conflicts. AC-Bayes also selects the best n rules to predict the class value of new instances. When rule conflicts are occurred, we collect those instances covered by these matched rules to form a new training set. Then, it scans new training set to compute the posterior probabilities of each class conditioned on the test instance. The class value that maximizes the posterior probability is assigned to the test instance. The experimentsag" results show that the improved associative classification decreases significantly the number of rules and AC-Bayes has better average classification accuracy in comparison with associative classification and Naive Bayesian classification.
