Efforts has been made to enumerate the steady evolutionary trend of the Libraries and Information Centres in context of its modernization and progressive changes in relation to its qualitative and quantitative aspects. A short retrospective has been given depicting the development of various conventional standards and tools. There have been three very basic stages of progressive evolution of the library structures, i.e. the Paper Library, Automated Library, and Electronic Library. During the transition era Hybrid Library structure, where both the Electronic structure and the Conventional structure co-exits side by side comes into existences. But, the real metamorphosis has come in the LIS after the advent of powerful PCs and high end servers along with high speed internet connectivity and interoperable client-server programming in the later phases of 90s, where the information is no longer bound within the four walls of libraries, it can be accessed and retrieved from anywhere of the globe through internet connectivity. The focus of services has been shifted from so called Document Management to Information Management and finally to the value added Knowledge Management.

Objective of the work was to analyse the scientometric parameters for chemical engineering publications. Compared the number of journal publications and citations by various countries and institutions. The publication record in terms of quantitative aspects of the number of publications from China has increased exponentially over the last decade and has overtaken USA. However, the citation analysis indicates that there is ample scope for improvement. Thus, USA continues to maintain its leadership position with regard to impact in the field. Analysis of the output of selected Indian universities/organizations against that of the top universities in the world, indicated that the records of top institutions from India are not comparable to the best universities in USA, but are comparable to the best in Asia and are significantly better than the best universities in China.

It has been observed that during the last half a century, UDC has become more comprehensive on the one hand and more complex on the other; more class numbers have been vacated than filled up; verbal expressions (verbexes) of class numbers in large number of cases are riddled with superfluous words, sentence-like expressions, out-of-date headings, unnecessary clusters, inappropriate, confusing and misplaced headings. As a result many of them are not index-friendly, not even index-worthy. Suggestions have been put forth to ensure more simple class numbers, relocate some classes to more logical positions, reduction in the length of many class numbers, and index-friendly subject headings.

Results of an investigation to study the contemporary use of lnformation and Communication Technology (ICT) based resources and services in special libraries in Kerala. The study was performed via a questionnaire survey of the library users and confined only to special libraries with ICT based resources and services. The study also investigated further areas, including: library professionals' help in the use of ICT based resources and services; any change in speed in academic/research work by using ICT; users' satisfaction with the application of ICT; reasons for their dissatisfaction; users' suggestions for training; and their opinion about the user education on ICT. The data collected were analysed and inferences made based on standard statistical methods. The results of the study revealed that the ICT based resource used by the largest percentage of users was the e-mail. The next most widely used resource was WWW, which was being used by nearly 60 per cent of the library userS/. A good number of the users were not satisfied with the application of ICT in their libraries and indicated 'inadequate ICT infrastructure' as their reason for dissatisfaction. Users proposed a variety of measures of formal orientation and training in ICT based resources and services to become more effective users.

This paper also presents a brief overview of existing models of organizational learning in particular and presents a study on the survey of research literature in various quantitative modeling techniques adopted to capture intelligence for problem solving and performance improvement at different circumstances. It covers the research methodology followed for data collection and analysis for similar learning behavior in the strategic business units of the sample organizations chosen for the study. Case studies were built to understand the pattern of behavior in learning and re-orienting the activities in a given set of climatic conditions in these samples internally and externally. The neural network model of cognitive learning has been applied to understand the intelligence that drives organizational learning and the results are analyzed and the propositions are made.

Majority of the scientists preferred to publish research papers in joint authorship (82.67) having 0.82 degree of collaboration. Study further shows no uniform pattern of literature growth but factors like fund availability, scientists' recruitment and their availability, and years that had special occasions like conferences, seminars etc. have impact over scientific productivity of the scientists during the period under review.

Different types of speech features are used for speaker identification. Speech features such as Mel' frequency cepstral coefficients (MFCC), log area ratios (LAR), arcsin reflection coefficients (ARC), cepstral coefficients (CC) and reflection coefficients (RC) are shown to produce promising results for speaker identification. The results produced are with various speaker databases and with different classifiers. In this work, the relative performance of these selective speech features has been evaluated with a single speaker database. A novel statistical measure, feature discriminant measure (FDM)has been proposed to evaluate the relative performance of these selective features. Different statistical properties, such as probability density characteristics, K-S test and F-ratio are also used to evaluate the performances of these speech features. For comparison, a vector quantization (VQ) classifier is used. The MFCC and LAR features show the best results with 100% speaker identification. The ARC features, the CC features and RC features show 99.5%, 99% and 97% speaker identification results respectively with the VQ classifier. These relative performances match with the values of the proposed feature discriminant in easures.

Member countries of SAARC (South Asian Association for Regional Cooperation) and ASEAN (Association of South East Asian Nations) have long history of LIS (Library and Information Science) education and research. This study compares LIS research output in member countries of these two associations, using LISA (Library and Information Science Abstracts) data. The study focuses on the pattern of literature growth, core journals, authorship pattern and research trends. Finds that SAARC countries are ahead of ASEAN members. India is leading in LIS among SAARC countries and Singapore among ASEAN countries. As per LISA, both groups have marginal contribution in international journals and therefore, core journals are of Asian origin only. The results of study call for more collaboration among the member countries of SAARC and ASEAN. It also identifies the need for formulation and implementation of information policy similar to that of Singapore among member nations of both the regional associations.

This study unfolds major implications for performance management systems and process in university libraries. The study is mainly based on the primary data collected from the professionals working in 15 university libraries (regular and deemed) of Karnataka State with the help of a pre-tested, structured, comprehensive, postal questionnaire. The respondents include professionals and semiprofessionals working in various university libraries in Karnataka. The total population considered for the current study was 218 library professionals and semi-professionals distributed across the 15 university libraries and 188 respondents submitted their filled-in questionnaire, which accounts for a response rate of 86.24. Hence, the information, opinions, perceptions and attitudes of these library professionals were collected and analyzed. The key issues addressed in this study include: perceived importance and perceived performance of workplace attributes, performance appraisal, issues considered during appraisal, knowledge and competence of employee performance by the appraiser, opinion on performance appraisal system, suggestions to improve, respondents' views about frequent disturbance at work, and overall satisfaction. This paper reports on the views and perceptions of university library professionals in Karnataka in respect of their job, job environment and organization in addition to identifying and analyzing the key individual, work and organizational characteristics influencing their performance expectations and job satisfaction. It is hoped that this paper will help library administrators in managing library personnel both effectively and efficiently.

This analysis highlights yearly output, publications in national and international journals, number of papers in SCI and non-SCI journals, Normalized Impact Factor (NIF) per paper, number of papers in the proceedings of national and international conferences / workshops / seminars / symposia etc., category-wise distribution of papers in different NIF ranges, the proportion of high NIF papers and papers above the average NIF. This study reveals the area-wise impact of the research conducted by the Centre in particular.

Deals with the study of sending the secret imago to the receiver without being known by the intruders. The image is partitioned for further security and faster communication. Pixel embedding technique is applied to convert the secret image into modified form. This is similar to cryptography in which plain text is converted into cipher text. A group of images of different pattern have been used for this study. The processing time and mean absolute error are calculated for both full image pixel embedding technique and separated partitioned image pixel embedding technique. It has been found that separated partitioned image pixel embedding technique performs better.

This definitely has its impact on staff structure, composition, skills and competencies of professionals. Studies the job satisfaction level of female library professionals in college and University libraries of Punjab. A population of 225 respondents was identified and served a pre-tested questionnaire. A combination of questionnaire and personal interview was adopted from each of the respondents. The data obtained was codified and subjected to statistical treatment in a computer. For the analysis of 200 returned questionnaires, frequency percentage and Mann Whitney Non-parametric U-test was applied. Various on-the-job and off-the-job factors leading to job satisfaction have been identified. This study proved that both the types of factors influence one another as these factors have reciprocal relationship to each other. Analysis of data identified in the context of on-the-job factors, the most satisfying factors were job security, cooperation among the staff members, fringe benefits, variation of job, supporting facilities, supervisor's attitude and security of female staff. The factors got middle rank were independence, suitable working conditions and treatment of authorities. The remaining other factors got lower ranks were the least satisfying factors. In the context of off-the-job factors, the most satisfying factors were pleasant domestic atmosphere, good living standard, economic independence, decision making power at home, coping social traditions, respect given by family and neighborhood. The remaining other factors got lower ranks were least satisfying. So, it was identified that no one was fully satisfied and or fully dissatisfied. These factors effect on individual in one form or the other.

India leads the world in the incidence of tuberculosis (TB), accounting for 23% of the global burden of the disease and holds the 15th positions in terms of incidence per 100,000 populations. India accounts for only about 5-6% of the world's research output in this area as seen from papers indexed in three international databases, viz. Pub Med, Science Citation Index and Biochemistry and Biophysics Citation Index over the ten-year period 1997-2006. Poor countries invest in research or should they depend on research performed elsewhere and invest their meagre resources predominantly in health-care measures? Argues that India should invest much more in research than they do. Mapped TB research identified institutions and cities active in research, journals used to publish the findings, use of high impact journals, impact of their research as seen from citations received and extent of international collaboration.

To illustrate how best the Mulhvanate Analysis "Cluster Analysis' can be used for the analysis and treatment of data generated out of research in the held of Librarianship. for the application of Cluster Analysis(CA), a questionnaire has been administered among the patrons/users of OP AC (Online Public Access Catalogue.) of the British Council Library, Chennai to elicit their experience with the OPAC features. But it is to remember that this study is focusing on the application of CA, thus, it is not studying the other aspects related to OPAC user study. Three Clusters regarding to the user experience with OPAC have been formed out of the analysis. Thus, this shows how best the large data can be reduced in to three clusters for easy inferences and draw conclusions. There are many types of Multivariate Analysis ranging from Factor Analysis to Multi Dimensional Scaling and so on. But among them this paper only made an attempt to illustrate the application of CA 'Complete Linkage Method (Farthest Neighbor)'. This attempt will be very useful to the Researchers in the filed of Librarianship to know how to analyze the large data generated irrespective of survey methods with the use different kinds of scaling techniques.

Open Access means free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of the articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaming access to the internet itself. The only constraint on reproduction and distribution is that these should be acknowledged and cited properly. The property created by intellect of a person is his intellectual property assuming several forms i.e. copyrights, trademarks, patents and trade secrets etc. The copyright law, being prominent among intellectual property rights, has been in operation ever since the discovery of printing technology, but it has been changing from time to time to keep in tune with the needs of society. This law aims at prohibiting anybody from making profit and appropriating the labour and skill of others. It confers exclusive right to the author to exploit the work created by him/her for monetary gain in compensation for the product of labour, skill and capital involved. Therefore, The concepts of 'Open Access' and 'Intellectual Property Rights' are contradictory in nature, one advocates the free access to the scholarly literature by the researchers but other frames strict laws for those who want to use the available scholarly research material without payment. In simple words, first concepts is based on the notion that 'come and use me, don't pay anything' but contrary to earlier one the second concept says 'use only if you can pay other wise sorry. Goal of personalization in information retrieval is to tailor the search engine results to the specific goals, preferences and general interests of the users. A novel model for both user profiling and document ranking that consider the user interests as sources of evidence in order to tune the accuracy of the documents returned in response to the user query has been proposed. User profiling is performed by managing the user search history using statistical based operators in order to highlight the user short-term interests seen as surrogates for building the long-term ones. The document ranking model's foundation comes from influence diagrams which are extension of Bayesian graphs, dedicated to decision-making problems. Hence, query evaluation is carried out as an inference process that aims at computing an aggregated utility of a document by considering its relevance to the query but also the corresponding utility with regard to the user's topics of interest. Experimental results using enhanced TREC collections indicate that our personalized retrieval model is effective.

Study is an attempt made to examine the issues related to reading habits of professional and non professional students. The issues studied are their dependency on libraries, items that they read, problems encountered by them and so on. A total of 118 students (58 professionals and 80 non-professionals) served as the sample for the study. The data was collected by questionnaire. MANOVA were applied to find oat the difference between coarse type and gender on various issues. Results revealed that Professional students were more dependent on public libraries and non-professional students were more dependent on home libraries. Professional students had more interest in employment and value based, and non-professional students were more interested on entertainment, science and technology and International affairs. Professional students had more frequency of reading in business newspapers and subject Jourªnals; whereas non-professional students had more frequency of reading general magazines. Professional students had more problems related to reading like smoking and other habits, hetero sexual interests, family problems, part-time work, library oriented teaching, parental conflict, illiteracy of parents, emotional imbalance, and poverty and rural areas, than non-professional students. Gender-wise comparisons revealed that male students were more dependent on home libraries and female students were more dependent on public libraries. Male students were more interested in employment and value based items, whereas female students were more interested in political, international and agricultural and environment related items. Male students were more reading business and online readings whereas female students were more reading general newspapers. Problems encountered in reading habit for male students are smoking, part-time work, education system and emotional imbalance. Suggestions to improve reading habits are also discussed.
