E-learning is a nebulous term; meaning teaching-learning facilitated through the modern media like web, satellite, cable networks, etc. Though it is successful in spreading its wings on today's higher education sector, it's linkages with the libraries are still feeble. The academic and other types of libraries, especially from the developing countries such as India, are struggling to cater to the increasingly heterogeneous requirements of the e-learners and associated community. Presents the key role of LIS professionals in the e-learning paradigm. After a thorough analysis of the e-learning scenario, authors have realized that libraries and librarians have an important role to play possibly through the digital libraries - a contemporary movement growing along-with the e-learning. The aspirations of e-learner community from the LIS professionals in this new era of e-learning are propagation of the movement itself, course content development, technical facilitation, technical trouble shooting, fuelling open-archives, improving user interfaces, identifying and training the usage of free and open source software tools to the user community to ensure maximum participation in teaching-learning process. Also discusses e-learning-library linkages and the innovations implemented in the top ranking off-shore public libraries that the Indian LIS community can follow. It reveals an emanating strongly bonded model of e-learning-library linkage required for the sustainance and mutual growth of the duo. This will also lend a hand in emerging an open knowledge culture and ultimately beneficial for the evolving knowledge society.

Support of the library has always been traditionally considered imperative for the completeness of education. Even in the current electronic technology mediated e-learning, the evolving form of the library is considered necessary. It is remarkable that the same technology means are driving both the e-learning and library transformation process. A library professional having acquired such technological skills can therefore add value to the e-learning process. Discusses the impacts of e-learning on the learner, teacher, and library using the framework of the laws of media enunciated by Marshall McLuhan. It further discusses how e-learning and new form of the library fit well in the emerging concept of self-service society. To spread the modern education to the remote corners of India, a strategy of promoting the e-learning aided by the advanced library and technology is recommended.

The amount of scientific and technical information is growing exponentially. As a result, the scientific community has been overwhelmed by the information published in number of new books, journal articles, and conference proceedings. In addition to increasing number of publications, advances in information technology have dramatically reduced the barriers in electronic publishing and distribution of information over networks virtually anywhere in the world. As a result, the scientific community is facing the problem of locating relevant or interesting information. To address the problem of information overload and to sift all available information sources for useful information, recommender systems or filtering systems have emerged. Generally, recommender systems are used online to suggest items that users find interesting, thereby, benefiting both the user and merchant. Recommender systems benefit the user by making him suggestions on items that he is likely to purchase and the business by increase of sales. Filtering information or generation of recommendations by the recommender systems mimic the process of information retrieval systems by incorporating advanced profile building techniques, item/user representation techniques, filtering and recommendation techniques, and profile adaptation techniques. This paper addresses the application domain analysis, functional classification, advantages and disadvantages of various filtering and recommender systems.

The relationship between job satisfaction and employe's performance has always been discussed in organisational behaviour and human resource management literature. A highly satisfied employee need not necessarily be a profound performer. However, an employee, who is dissatisfied, can cause irreparable damage to the orgnisational effectiveness. Performance management system should be based on ideological underpinnings and a holistic context by strengthening the linkages among the key components such as performance planning, performance execution, performance appraisal, recognition and reward, and performance improvement on a continuous basis. The paper discusses performance management and job satisfaction of university library professionals in Karnataka. Study is based on the primary data collected from 188 library professionals through a pre-tested, structured, comprehensive questionnaire. The key issues were identification and definition of key performance areas, role clarity and direction, performance feedback and potential appraisal, and job rotation as a powerful tool to develop and unleash employee's potential. Factor analysis highlighted the significance of three sub-systems of performance management system, i.e., performance planning and development, employee involvement and empowerment, and orgnisation-employee rapport. The paper concludes that the conducive and congenial physical, social, and psychological conditions present in the workplace have potential to enhance the job satisfaction of the library professionals. The bottom line is that library administration should pay proper, adequate, and timely attention to the interaction and reinforcing nature of 'motivation-performance-satisfaction (MRS)' cycle.

Information society has brought developments in the way information is created, consolidated, and accessed. Information and Communication Technology (ICT) has produced larger volumes of information, new ways of packaging information, and new tools for managing information to meet the changing demands of the user community. In view of the complex information needs of the society and for better accreditation from National Accreditation and Assessment Council (NAAC), the library and information centre have to play a greater role in building, developing, and disseminating information products by establishing Virtual Learning Resource Centre (VLRC). Attempts have been made to notify the significance of this learning resource centre (LRC) in catering to the technology based information resources and services to support learning, teaching, and research activities for academics. The study emphasises the role of library managers in developing a strong ICT infrastructure in rendering Internet and E-communication services for optimisation of e-resources and tools and developing anticipatory needs of users like compiling web resource directory of interestetc. The VLRC has to facilitate development of databases, e-learning materials, academic software commons, indigenous e-resources, and library automation, a basic necessity. Concludes that for building 21st century libraries, librarians and libraries have to focus not only on their abilities but also to adopt the changes and act as last resort for information access in the VLRC.

Identifies various bibliometric indicators of articles published by the Indian researchers in the field of laser science and technology during the period 1995-2005. The Scopus - the indexing/abstracting online database is the main source for this study. The bibliometric techniques, such as Bradford's law, Lotka's law, and the Subramanyam formula were employed respectively to measure quantitative distribution of literature in sources/journals, author productivity, and the degree of collaboration among authors. The study found that the literature growth has steadily increased and the growth rate over the period of time was 22.436 articles per year. Of the total literature 97.32 % appeared as research articles. Literature, were found to be published in eight different disciplines, and the percentage of multi-disciplinary articles was 18.93. The log-log plot drawn for distribution of literature in various sources/journals fits the typical Bradford S-shaped curve. The study identified 20 core sources and 23 core journals. It was found that majority of authors contributed only one article (65.04%), which is larger than the 60% of original Lotka's data. The degree of collaboration among authors is 0.94. The average length of an article is 7.09.

Image processing applications are drastically increasing over the years. In such a scenario, the fact that digital images need huge amounts of disk space seems to be a crippling disadvantage during transmission & storage. So there arises a need for data compression of images. The popular Image compression techniques such as JPEG (Wallace, 1992) cause loss of quality of data, which is not suitable for medical images. Here we proposed the novel technique called Binary Plane Technique for loss less compression of images which is followed by the popular Huffman Coding (Gersho and Gray, 1991) to increase the compress rate. This technique is simple in implementation and requires no additional memory requirements.

Words of variable length are gathered together in a meaningful manner and make up a text. Web is probably the largest mass of words of various kinds. The distribution of words contained in a text itself is of great interest to scientists. Many scientists have attempted to examine the informetric properties of the web in the past. However, fewer attempts have been made to investigate relationships like the number of hits words of a text generate on a search engine, their word length and the frequency with which they appear in a text.

Knowledge and Knowledge Management have emerged as a current 'hot issue' for many organizations including the library and information centres. Knowledge management is a sub-discipline of the knowledge economy that is relatively a new concept and method of management. Knowledge management requires linkage of information with information, information with activities, information with man and information with society. It is applied for converting intellectual assets of workers/professionals and staff members in the organization into higher productive forces- competition power and value. This paper defines knowledge management and its applications in managing library and information centers.

Attempts to analyse the availability of biomedical serials in India and there accessibility. A search on malaria using the Pubmed database retrieved 386 journal articles in the last 180 days prior to April 2005. The availability of these journals in the country has been ascertained using the Union Catalogue of Biomedical Serials in India (UNcat). The participating medical libraries of UNcat have been divided into four zones (North, South, East and West) and the distribution of these serials has been tabulated. The findings shows that various valuable journals, in each zone, is available in duplicates, such as, the British Medical Journal, The Lancet, The New England Journal of Medicine etc. The study further reveals that, though a large number of journals are available online; their download costs are very high. The study will help the policy makers and administrators to formulate policies to reduce duplication of valuable resources in the country. It is proposed that traditional services like the Union Catalogues may be upgraded with value added services such as document delivery, interlibrary lending, etc. for effective and efficient retrieval at a much lower cost.
