LIPS (Library Information Processing System) which I have proposed during the study for my research. A library system contains books, authors, and users and many types of other materials. The Location in identified for books by a Class Number, authors by authors name, and user by a user name. To execute a query on any of these components the Management Software needs accumulated expression, formulae and rules. Therefore, semantics of an Object Oriented Database System schema greatly depends on the model theory of accumulated expression calculus. Moreover, an ODS schema involves recursive specification. Recursion arises with recursive rules as well as with recursive message definition. In order to uniquely define the semantics of such a schema the structure of models plays an important role. It has been shown during this discussion that for a restricted class of schema, the semantics can be uniquely specified. The intention of this article is to highlight the finding during our study on LIPS regarding the used expression, formulae and rules in the ODS schema. The approach used here is the least fixed-point approach of specification of semantics. In the following discussion we exclude formulae, which involves negation. Unless explicitly mentioned a formula is assumed to be free of negation. The utility of different features of algebra will be clear in subsequent sections when the tools developed here are used in describing the semantics for query processing.

The idea that we live in an information society is commonplace today. The information society is one in which the communication of information is one of the key activities in all developed and developing nations, and where information is a key factor in economic development. In consequence, professional librarians must be people equipped with a variety of skills to help them to perform diverse roles which effectively facilitate freedom of access to information by the literate and non-literate, so that they can acquire knowledge, develop good governance and democracy, alleviate poverty, exploit technological change and maintain social equality. In spite of the rapid growth in both the scope and diversity of information available today, the development of information services has not been the same everywhere. A large factor in development, or under-development, of information services in any given country is a function of society's perception of the importance of such services in its decision-making process.

Due to the influence of changing socio-political and economic situations, there is a marked change in the information needs of people in the 21st century. In today's context people want to have value added and customized information that would help in problem solving and creative thinking. On the other hand there is rapid growth in scientific knowledge in the past few decades, and Internet and the world wide web are emerging as major repositories of knowledge and information. Traditional subject-based knowledge organization tools are unable to cope up with the information demands of the knowledge society thus influencing information professionals all over the world to design and develop effective and efficient knowledge organization tools to meet the information requirements of the 21st century. Since knowledge and information are intricately linked with the human mind any attempt to design knowledge organization and information retrieval tools must have an insight on certain fundamental aspects like the reason for human beings seek knowledge, cognitive functions and capabilities of human mind, influence of societal and technological aspects on knowledge growth etc. This paper briefly discusses each of these fundamental aspects and suggests an alternative knowledge organization and information retrieval tool based on basic and advanced 'human needs'.

There is no field of human activity where information is not a component. Whether it is research and development, business and industry, government affairs, education and training, information has to be acquired, processed, stored, retrieved and disseminated for communication. In the present era of information overload it is very difficult for any libraries to collect, organize, manage and dissemination of information. Organisations be it industry or business or even educational institutes, need to improve their information inventory system so as to survive in the competitive environment. The organisations have to increase their efficiency and effectiveness in maintaining the cycle of activities, in their planning, decision-making processes, and analytical needs. There are several ways to acquire this goal; one of it is with data mining which is able to make a prediction using existing data in their database in order to forecast future demand. In addition, with data mining they would be able to determine which activity is more important and what trend is prevailing. An information system, which is based on both World Wide Web technology and a 3-tiered architecture, is proposed herein to meet the above requirements. This paper is an attempt to provide the initial concept about data mining model that most likely will be used in various department including libraries of the teaching institutes. The initial concepts covered by the paper are the appropriate data warehouse schema; data mining tasks and techniques that are best suited, and applications.

In a distributed Information Retrieval System (IRS) the key issue is to search through different collections. The traditional approach in the library parlance is used to be the use of 239.50 protocol for any distributed searching. In due course, the pressing needs have not only modified Z39.50 to ZiNG but also opened a pathway for new protocols like Open Archive initiative - Protocol for Metadata Harvesting (OAI-PMH). Both of the protocols have their intrinsic capabilities but it is now again high time to review the emergent needs of IRS community for further modification and enhancement in the present protocols.
