Development of information and library sciences together with science studies will, among other things, be fashioned by the development of the traditional quantitative studies conducted in this field called bibliometrics, scientometrics or informetrics. However, the Internet has forever changed the landscape of higher education. Thus, about ten years ago a new research field called "webometrics" has emerged. There are similarities between methods of webometrics and scientometrics or informetrics. Scientometric or informetric indicators are split into two types: evaluative or relative. Are there similarities between scientometric indicators of evaluation (or collaboration) and web indicators of evaluation (or collaboration) for possible use and technology policy making? Both hyperlinks and Web citations are tested for use as Web indicators of evaluation or collaboration. Empirical studies have shown it is not valid to use counts of links to university web sites to assess the online impact of their work but it is valid to generate benchmarking figures for universities based upon their research productivity and national inlinking averages. Hyperlink structures also don't reflect collaboration structures collected by co-authorship data. However Web citations are different from hyperlinks. Web citations have been proposed as comparable to, even replacements for, bibliographic citations. Additionally, a modified form of Web citations called "Web visibility rates of collaboration" can be successfully used as Web indicators of collaboration. Empirical studies have shown:- Web visibility of collaboration between Indian and German institutions - Web visibility of collaboration between individual scientists of a global interdisciplinary research network "COLLNET" under the title "Collaboration in Science and in Technology" (COLLNET with members from 20 countries is founded by Indian, German and Chinese scientists in 2000 in Berlin.

The oriental philosophical grammarians here rouse the interest of modern studies of Library & Information Science Ranganathan's categorisation of different concepts of words, name them in a particular category to solve the problem of facet analysis and the rules of facet sequence are purely plunged to the linguistic philosophy of ancient India. It has been traced there in all the approaches of the oriental grammarians like Bharrihari, Patanjali, Kumarila etc. Promalgation of seven categories by Ranganathan are to be congruent with the seven categories of Vaisesika Philosophy. Jati, dravya, guna, kriya is a syntactical sequence as stated in the oriental scripts. Ranganathan also postulated some sequences for absolute syntax, they are wall-picture sequence, cow-calf sequence, act and-action-actor-tool sequence etc. However these ideas are in the Indian philosophy, they are adhar-adheya, tadatma, karya-karan etc. Therefore there are the basic similarities. A sufficient unification of both the ideas would yield better result in the evergrowing universe of knowledge.

The bibliographic information (title, author, newspaper's name, date, product category, brand name, and company name, etc.) as well as full text (down-loading from website of concerned newspaper) of the article in the newspaper module. The whole procedure is done in WINISIS software and the data is converted/up-loaded in GENISIS software to make accessible the web-catalogue of newspaper clippings for its end-users. Over the period of time using CDS/ISIS software (DOS, windows, GENISIS versions) types of problems faced and resolved, merits and demerits of each version, etc., have been discussed. In the age of information technology, the IT professionals and different organisations are designing effective but very costly software. The small libraries don't have capacity to carry too much financial burden by purchasing these types of software. However, they wish to get their libraries automated and make the resources available to their users by applying very cost-effective software. Now the CDS/ISIS software will become a boon for these types of information providers (libraries/information centres) and information receiver (users/clients) has been described. Every stage of evolution of CDS/ISIS and it's successful implication in KEIC has been focused.

Growth pattern, core journals and authors' distribution in the field of bibliometrics using data from Library and Information Science Abstracts (LISA) has been analysed. Growth of literature does not show any definite pattern. Bradford's law of scattering is used to identify core journals and found `Scientometrics' as the core journals in this field. Lotka's law was used to identify authors' productivity patterns. It is observed that authors' distributions do not follow original Lotka's law. Study also identified 12 most productive authors with more than 20 publications in this field.

The place of interest is modelled as a virtual world, containing a vast numebr of virtual objects. Two modules of proejct `virual walkthrough for Defence Science Library has been described. Module 1 - General Browsing, provides the user with the interface to view the virtual tour of the DSL that allows users to visit the library and its services virtually through the web and Module - 2 Guided Tour, complements the text-based search of the user for the books with an extended multimedia interface for retrieval of books in the library.

The volume of world wide web (WWW) is increasing enormously due to a world wide move to migrate information to online sources. To search some information on WWW, search engines are used, which when presented with queries, return a list of web pages ranked on the basis of estimation of relevance. Generally, the search engines due to the abundance of information available on the web return million of pages. But, user studies indicate that a common user browses through top 10 or 20 documents only. So it's all-important to get into those top 10 document. To achieve this web authors are increasingly beginning to rely on underhand techniques to ensure their sites get seen, in turn affecting the performance of search engines. The existing measures to evaluate these systems' performance are not adaquate in the current world of highly interactive end-user systems. In this study a metric `Ranked Precision' is proposed to evaluate the performance of search engines.

Security has become a primary concern in order to provide protected data transfer in all networking environments. An internetwork security-teaching laboratory course, which includes both defensive security laboratory experimentation, has been proposed. The proposed laboratory will be oriented towards an introductory internetworking security class and is intended to complement more theoretical network security classes while motivating student interests and industry needs. The laboratory will be unique in that it uses an isolated laboratory network that attempts to represent the internet as closely as possible to typical educational laboratories which use only a few physical computers with virtual machines. It is also suggested that all of the laboratory assignments should be made available on internet for general community use and modification. General community expects solution from trained IT-professionals with respect to planning, configuration, implementation and maintenance of secure system for data transmission. Study is an attempt in that direction.

The wide use of computer and communicating systems in the recent past facilitated the design and development of 'integrated library (information) systems'. Dr Ralph Halsted Parker, pioneer in library mechnization coined the term 'Library Information Systems (LIS) around 1968, envisioned LIS as not only 'automating' existing library procedures, such as circulation, cataloguing, etc., but also providing access to materials held electronically even by other libraries and information centers across the globe. Currently, the systems librarians have been endeavouring to develop 'integrated Library Systems' (LIS), by creating the technologic landscape for supporting and enhancing end-user access to digitally recorded document surrogates and content. Analysing and designing an LIS aims at enhancing patron satisfaction by providing just-in-time access to appropriate information. Survey finding across North America and Europe reveal that the rationale for migrating from one system to another is for increased functionality of library's information system for the benefit of end-user, sidelining the cost issues. System selection processes and procedures, and other planning and decision-making issue and factors associated with the design and development of an ILS has been described.

The use of seminal mnemonics implies the identification, at the near-seminal level, of similar subsets or groups of concepts (ideas) is subject domains and deriving a similar pattern of organization of the subsets in different domains. More specifically it consists in having the same digit or digit group to denote seminally equivalent ideas in whatever subject they many occure, even though different terms may be used to denote the ideas in the different subject fields. Seminal mnemonics are helpful in the organization of concepts - in the presentation of ideas in technical writing and in discourses, in designing schemes for subject classification, taxonomy etc. Sequence of steps in the thinking process in different contexts, such as, systems analysis, systems design, knowledge management, problem solving, decision making, and the process of classifying subjects has been examined. Two main categories of concepts are identified, namely, concepts denoting actions taken at each step in designing the system. The steps and their sequence are similar and parallel in the contexts examined. To facilitate remembering these systematic steps numerals and their ordinal values are used to organize or `fix' the sequence. Also indicated the similarity in the association of concepts with numbers in some ancient traditions.

Therefore, it is possible to switch from electronic form to the printed form and vice versa. A digital library is designed to enable users access the required information electronically from anywhere. In a digital library most of the functions of the traditional library are carried out online. Additionally it offers more services not possible until a few years ago. The advantages of digitization include increased accessibility, flexibility of operation, lower production cost, preservation of original source materials and fast retrieval of information. The initial cost of building a digital collection in a library may appear prohibitive but it has proved more cost effective in the long run. The digitization process has been briefly discussed. Advantages and disadvantages and the future of digitization are mentioned. The creation of the Web page of IIT Kanpur library and what has been gained and what is lost are summarized.

Definitions of text mining and the need for it has been discussed. The components of text mining are explained as information retrieval, information processing and information integration. The powerful technique that helps to identify the relevant S&T literature is enumerated with five primary conditions for information extraction. The three stages of knowledge discovery in data and data mining (KDD) process is given with the applications of text mining. Applications of text mining vary from Information retrieval, bioinformatics, patent analysis, sorting gene expression, mining hospital records and multilingual approach to cross-lingual text retrieval (CLTR), analysis of e-mails, etc. Also the current status like new methods for text analysis in biology and medicine, the software viz. TextAnalyst meant for semantic analysis, navigation and search of unstructured texts with the `Linking Information for novel Discovery and insight' (LINDI) project at Berkeley for helping the researchers have been explained. The internationally leading consortium for text mining viz. National Centre for Text Mining at UMIST with four UK partner institutions has been given. The limitations and benefits of text mining are given and concluded that library and information science professionals should implement the same for providing the relevant information from the vast amount of information.

Discusses their helpfulness in the automatic classification system, the Viswamitra, designed using Artificial Intelligence techniques with the help of PROLOG language. Discusses the procedure of building numbers for compound isolates using superimposition devices, alphabetical devices, geographic devices etc. Some suggestions are also made to rethink about the rule for alphabetical devices. For example, the system suggests to pickup the first three letters of a single worded term, first two letters from each word of a binomial term and the first letter from each word of a multinomial term to build isolate number using alphabetical device. Suggests some modifications in Colon Classification so that the concept of Analytico Synthetic Classification is used elaborately for information retrieval in the age of ontology.
