Algorithmic historiography was proposed by Eugene Garfield in collaboration with Irving Sher in the 1960s, but further developed only recently into HistCiteT with Alexander Pudovkin. As in history writing, HistCiteT reconstructs by drawing intellectual lineages. In addition to cited references, however, documents can be attributed a multitude of other variables such as title words, keywords, journal names, author names, and even full texts. New developments in multidimensional scaling (MDS) enable us not only to visualize these patterns at each moment of time, but also to animate them over time. Using title words, coauthors, and journal names in Garfield's oeuvre, the method is demonstrated and further developed in this paper (and in the animation at http://www.leydesdorff.net/garfield/animation). The variety and substantive content of the animation enables us to write, visualize, and animate the author's intellectual history.

The Information Age transformed developed nations in the tale end of the 20th century, and now is poised to have an equally dramatic effect on developing nations. Information and Communication Technology (ICT) has helped higher education libraries improve the provision of library and information resources and services. African libraries are also adopting ICT to improve and also give a positive impact to the development of research and information utilisation. The key success factor of this implementation is mainly of availability and the good quality of grade of services, adequate resources, and communication infrastructure. The paper has analysed the efforts made by the higher education libraries in Africa to recognise, restructure and re-oriented the library facilities and personnel with ICT adoption. In addition, the paper also highlights the various efforts to establish networking and consortia among the libraries, and the implications that could be derived by applying ICTs into higher education libraries. The paper also highlights the reasons why ICT application is taking a snail speed in library development in Nigeria and provides the solutions as a panacea for library development in Africa.

The paper attempts to quantify the impact of the scholarly publishing activity of Dr. Eugene Garfield, the founder and Chairman Emeritus of the Institute for Scientific Information, the father of citation indexing of academic literature. In the project the most current version of the Web of Science system was used with five of its component databases. It provides the most comprehensive, but still not complete, set of cited reference enhanced bibliographic records for Garfield's journal articles, conference papers, reviews, essays, commentaries, letters to the editors, and for the 6,500 citations that his publications received, and could be credited to a matching record in the master file of Web of Science. The paper also analyzes the effect of the fact that his books, book chapters, technical reports are not considered in calculating the impact measures reported by the informative Citation Report module of Web of Science, and the consequences of the approximately 7,000 "stray" and "orphan" references received by all his works that would more than double Garfield's traditionally measured impact factor, the average rate of citations per publication, for his entire ouvre. There is a short discussion about improvements that should be made in the citation matching algorithm that -in his case- distorts the distribution of citations among his more than 1,000 essays and commentaries in Current Contents, Current Comments and The Scientist for reason of an exceptional bibliographic and chronological-numerical designation pattern. Suggestions are made to make the browsing, searching, sorting, and processing of the reference entries and cited reference counts in the separate index file of cited references of Web of Science, which in his case amount to a combination of more than 13,300 matching, orphan and stray references in the more than 3,300 reference entries to his publications that were cited at least once.

Indicates that China has a clear edge over South Korea and India in terms of global publication share and h-index, but lacks behind in terms of share of international collaborative papers and high-cited papers.

The performance index (p-index) is a composite indicator which can effectively combine size and quality of scientific papers. It is able to complement the h-index and give it better resolving power and at the same time is free of the many limitations that the h-index has. The curious structure of the p-index allows it to be interpreted using an energy argument and here, borrowing from electrical analogy, the power/energy basis for bibliometric research assessment is proposed. The proxy for the energy of ideas turns out to be E = Pi2 where P is measured in the unit in which ideas are conveyed (here, the number of papers) and i is a measure of the rate at which ideas are transmitted as citations (here, a proxy for quality). The energy assessment technique is demonstrated by applying it to the research assessment of the laboratories belonging to the Council of Scientific and Industrial Research (CSIR).

It is difficult for editors-in-chief (EIC) of journals to make a final decision on acceptance or rejection of submitted articles when referee reports arrive too late. This paper studies the probability that an EIC makes different decisions (on acceptance or rejection) of submitted papers, dependent on the order in which referee reports arrive and where the EIC makes a decision before a third (late) referee report arrives. Authors study two decision rules. One rule, which we define as the "50-50" rule, lets the EIC decide "accept" in 50% of the cases and decide "reject" in 50% of the cases when the first two referees disagree. The other rule, called by Bornmann and Daniel the "clear-cut" rule lets the EIC deqde "reject" in all cases where the first two referees disagree. Dependent on the order in which the referee reports arrivef-waprove that in the "50- 50" rule, the EIC makes different conclusions in 37.5% of the cases. In the "clear-cut" rule, the EIC makes different conclusions in 25% of the cases. Both models are based on an equal chance for acceptance or rejection advise of the referees. The model is then extended to one where the chance for agreement between two referees is higher than the chance for disagreement. This paper is dedicated to Professor Eugene Garfield (Ph.D.) on the occasion of his 85th birthday. The paper focuses on some challenges of Editors-in-Chief. Professor Eugene Garfield is founding Editor-in-Chief of the prestigious journal "The Scientist" and he endorsed the foundation in 2007 of the new journal "Journal of Informetrics" (founded by this author).

Discusses the use of online information resources for organising knowledge in library and information centres in Cochin University of Science and Technology (CUSAT). Discusses the status and extent of automation in CUSAT library. The use of different online resources and the purposes for which these resources are being used, is explained in detail. Structured interview method was applied for collecting data. It was observed that 67 per cent users consult online resources for assisting knowledge organisation. Library of Congress catalogue is the widely used (100 per cent) online resource followed by OPAC of CUSAT and catalogue of British Library. The main purposes for using these resources are class number building and subject indexing.

Non-linear programming technique is used to optimize the value of S which minimizes total waiting time to get issued that particular book. Total waiting time is taken as total expected cost per unit time. Numerical examples are given to illustrate the above problem.

The paper further conducts quantitative analysis of bibliographic records that appeared in the monthly issues of INB during a period of nearly five years. It reports the results of a survey of regional publishers exposing their perceptions about the Act and the INB. The paper finally concludes that the publishers' participation might be increased making INB more visible by regularizing its publications and widening its circulation so that it could be believed as a potential promotional tool in India and abroad.

This gives the opportunity to conduct detailed analysis of the science potential of particular sciences in Poland. Secondly, the scientific specialization of Polish regions is described using the prepared database. Thirdly, the application of the network to examination of papers written in co-authorship makes it possible to depict different cooperation patterns.

Investigate collaborative and interdisciplinary research features of University College Dublin, using methods from social network analysis to analyze and visualize (co-)publications coveredn by the Web of Science from 1998 through 2007. We account for the extent of interdisciplinarity in collaborations, distinguishing collaborations between schools within one College ("small interdisciplinarity") from collaborations between schools in different Colleges ("big interdisciplinarity"). Based on the interdisciplinary nature, we compare the types of collaboration to a model of random matching across units, observing several marked differences. During the period of consideration, collaborations within UC Dublin nearly doubled, almost entirely due to the increasing level of intra-school collaborations.

A total of 1212 students from 32 Colleges were served as the sample for the present study. The data was collected by structured questionnaire which had components on various problems and suggestions to improve the reading habit. Some of the important aspects to improve the reading habit are reading more than newspapers (56.93), journals and magazines (17.33), reading more general books other than text books (15.84) and text books (9.90). Respondents expressed that they are improving their reading habit using the facilities in the library.

An attempt was also made to measure the present level of knowledge of librarians towards IT application. The major findings of the study was that the mean score of knowledge of librarians is 3.29 and out of ten characteristics selected for test, eight characteristics show much impact on the Knowledge of librarians towards IT application. Suggestions are made for developing the knowledge of librarians towards IT application.

Measurement of the proportion of newspaper information generation in India to its consumption may help us to establish an indicator for newspaper communication flow in Indian context. This article tries to measure the quantity of both newspaper information generation and consumption, and thereby, to uncover the ratio between this two. The quantity of information generated and consumed has been assessed on the basis of a sample survey of newspapers and their users, respectively. Findings show that the ratio of information supplied to information consumed varies within the range of 2:1 to 35:1 in case of an individual newspaper information seeker. The article thus infers that the communication flow of newspaper information indicates a state of information explosion/overload. Finally, conclusions are drawn that newspaper information explosion forms/justifies the basis towards designing an effective newspaper and/or a newspaper information retrieval system.

The rural public libraries are the backbone for Information dissemination to the rural folks; they have the responsibilities to solve the Information needs of their clientele. This paper studies the Information seeking behavior of Paramakudi branch library, Tamil Nadu. Though this library is in the Paramakudi town it is mostly used by the rural folks who are living in the villages near the Paramakudi town. For the purpose of the study 100 samples are drawn from the user population of the library by employing purposive sampling method. The data has been analyzed with simple percentage method. The study revealed that the users of the library expect more to revamp the existing conditions of the Library.

What is important is that how well the possibility is made use of by the LIS professionals to contribute to the profession. The present paper explores the facilities provided in the blogs created and maintained by some of the information professionals to serve the community.

Free classification consists of combining notation for several concepts without specifying the relationships between them. Some properties of free classification are described and discussed. The citation order of concepts can either follow a conventional rule, or express the differential relevance of base theme, subordinate themes, and possibly rheme dealt with in the indexed Knowledge source. Citing base theme first allows for a more helpful collocation of the record close to others having a similar base theme. Examples are illustrated from the Mathematics Subject Classification, the Knowledge Organization Literature Classification, and the Integrative Levels Classification. Finally, the problem of identifying themes of fictional works is briefly discussed.

This article studies, using the technique of bibliometrical analysis, Brazilian Agricultural Research Corporation Embrapa research centers participation in the journals that were indexed in the Web of Science (WoS) database, from 1977 to 2006. First we analyze the performance of the research centers, followed by the journals which published these articles and finally the partnerships with the institutions that had carried out this scientific work with Embrapa. The results indicated that Embrapa is among the top ten Brazilian institutions to lead in the volume of scientific articles published in indexed WoS journals. They also indicate the relevance of the adoption of goals and results system by an institution of Science, Technology and Innovation and the need to select strategies to establish partnerships, select journals in accordance with the institutional stated mission and standardize theirs authors affiliations, in order to facilitate the identification and improve their scores.

An analysis of 2566 papers published during 1987 to 2008 and indexed by Science Citation Index - Expanded indicate a gradual rise in the quantum of output. About 80% of the papers appeared in journals originating from USA, the UK, the Netherlands, France and Germany. Total output came from 74 countries of which 17 countries contributed 87% of the total output. The highest number of publications came from USA, followed by India. However, in the later block (1998-2008) the proportion of output of both USA as well as India declined as compared to the first block (1987-1997). More than half of the scientific output is concentrated among four sub-disciplines of microbiology & virology, immunology & vaccine, epidemiology and entomology. Among the prolific institutions, the publication output of institutions from the US and Taiwan had higher impact. Of all the papers published 17% did not get any citations. Incidence of High Quality Papers, Citations per Paper (CPP) and Relative Quality Index (RQI) were more than average for USA. The proportion of co-authored papers increased significantly in the year 2008 as compared to 1987. The proportion of mega authored paper was high for the Netherlands, Taiwan, China, Cuba, Brazil, France and Japan.

An attempt is made in the present paper to analyse bibliometrically, the publication productivity of the scientists of Central Institute for Cotton Research (CICR). For this purpose, 204 papers published during 2002-2006 were analysed and conclusions were drawn. The highest number of publications was made in the year 2006-07 with 47 publications. The multi-authorship trend is definitely indicative towards coilaboration within authors. Most preferred subject for publication of the scientists of CICR is Plant Genetics & Breeding (76) as it has the maximum number of publications (37.25%). CICR scientists prefer publishing their papers in Indian journals compared to foreign journals. The Journal of Cotton Research & Development takes the top position as the most preferred Indian journal for publication of papers, whereas Indus Cottons if most preferred in the foreign journals list. Most prolific authors from the CICR scientific community were identified as, S L Ahuja, O P Tuteja, D Monga and P Singh.

Gives an overview of ranking of various global universities: British-QS-THES, Shanghai, Taiwan and Russian. Collected statistics of Russian universities (RU) research output and citation score demonstrated clearly why only few of them were included in global ranking. Statistics was downloaded from the Web of Science and the Essential Science Indicators for 1998-2008. Universities' ranking developed by Russian agency Reit OR was discussed as failure. RU are the strongest in the post-Soviet domain and can attract the most talented students from the New Independent States. Russian science policy in the higher education should encourage university authorities to participate in the global rankings. For this purpose it is necessary to monitor faculty teachers' research output and citation score, improve and strength webometrics' activity.

Provides an insight in to the concept of e-journals and their growth. Vividly explains the taxonomy of e-journals along with the methodology employed in the study. Analyses and interprets data, pertaining to a total sample of 110 e-journals available in three websites using only three popular search engines (Google, Altavista, Yahoo), in regard to their subject coverage, country of publication, language of publication, year of publication, frequency and cost. Reveals that, 48.18% of the total e-joumals in LIS cover IT as their thrust area; 63.37% of them are published from USA; 97.21% e-journals are published in English; 44.95% are published quarterly; and 67.42 % of them are fee-based journals. Interestingly, the publication of e-journals in LIS witnessed an unexpected decline in the three websites from 11 in 1995 to only 1 in 2003, the study asserts.

The Law School is one of the unique autonomous bodies in the field. The perceptions of the library users towards the facilities and services offered are presented in an objective manner. The study reveals that majority of the users are male and students form the largest number of library visitors. Most of the users are under 21 - 25 years age group. Many of them visit the library to prepare for projects and seminars. They find the library ambience homely and tidy. Journals, which are used most by the users, are published mainly from India and U.S.A. "Economic and Political Weekly" (India) is the highest ranking journal. They find quality of the book collection in this library excellent. The NLSIU Library users 'Google' is the most preferred search engine for literature search.
