Libraries have witnessed a great metamorphosis in recent years both in their collection development and in their service structure. Print medium is increasingly giving way to the electronic form of materials. Libraries are the storehouses of information and knowledge. Information is stored in many forms: print, audio and video, motion picture, slide microfilm/microfiche, etc. The sheer volume of paper information generated has perforce brought the shift to electronic media. In today's world of science and technology, the need of information is extreme and to satisfy the needs of this information, society is quite puzzled and fulfillment of these information needs requires use of computer and network technology and automating one's jobs, with the high speed internet connectivity. Today library and information professionals are normally stressed with user demands regarding availability, storage and access of e-resources. Use of information technologies has marked a tremendous impact over the all functions and services catered by the traditional library and information professionals. E-resources are now emerging as a vital source of information for all recent and nascent thoughts and ideas coming into existence in whatever area of research. Whole books and periodicals have started appearing (in digitized forms) on CD ROM discs and others. Emergence of Internet and www has provided a platform to display these resources globally.

Collection Development is a vital process in creating and building a library collection, be it in an institution, college, school or public library. It is a will planned activity for which a well defined policy is essential. The development primarily includes acquisition, selection, Evaluation. Preservation and weeding out materials/books/journals Etc. after assessing user needs. With the advent of internet and the digital era there has been a shift from hard copy formats to digital formats. Accordingly the collection development policy has been modified to include the digital content in a collection. Costs ofthe collection have also to include the cost of technology and distribution of digital contents also has to be redevised. The Open Access Initiative is the new phenomena in this electronic era wherein digital material is available freely. Once again the entire process and policy of content development would have to be worked out and re-designed.

Library is the store house of knowledtge which is stored in the form of documents. It represents the lifelong labors undertaken by philosophers and scientist. It is very difficult task for library staff to preserve the treasure of knowledge for the future generation. Preservation deals with the regular maintenance aspect whereas conservation deals with remedial treatment. Books, periodicals, pamphlets, newwpapers & non print materials are the collection of a library which is to be saved from the deterioration. Deterioration is the process by which library material is damaed, destroy or decay by means of various factors like environmental, biological, chemical etc. Repair and restoration is also a part of preservation & conservation that is basically concerned with the already damaged or affected library material. It is our responsibility to create user friendly environment and preserve library material for future generation.

Climate change is being experienced intensely in the mangrove dominated deltaic complex of Indian Sundarbans. Deglaciation of Gangotri glacier in the Himalayan range and several anthropogenic influences has accelerated the phenomenon since last two decades. Four indicators (surface water temperature, salinity, dissolved oxygen, and transparency) considered in the present study exhibited significant correlations with global warming and caused considerable alteration of hydrological parameters over a period of 27 years. Owing to varied geographical features in the western and eastern sectors of the deltaic complex, the foot prints of climate change were perceived in different pattern and scale. The surface water temperature showed increasing trend in both sectors (6.14% and 6.12% rise in western and eastern sectors respectively). The transparency reduced by 25% in both western and eastern sectors. This may be the effect of increased erosion, anthropogenic activities and silt contribution by the River Ganges. The salinity and dissolved oxygen exhibited contradictory trends in the western and eastern sectors, which may be attributed to deglaciation process in the Himalayan range. The blockage of the major rivers in the eastern Indian Sundarbans by heavy silt and solid wastes from the adjacent city of Kolkata posed serious problems to the island dwellers by way of increasing salinity and decreased dissolved oxygen. Documentation of steno-haline phytoplankton species in upstream regions of eastern Indian Sundarbans (secondary source) confirmed the intrusion of sea water from Bay of Bengal. Such intrusion has serious adverse effect on the livelihood of the local people.

Fluorescence being sensitive to environment of the chromophore has long been known as a biophysical tool for getting structural, stereochemical information regarding molecular dynamics, ligand binding, solvent interactions-, localization of ultrami-croscopic amounts of rare substances in vivo and differentiation of living and dead cells. Fluorescence resonance energy transfer (FRET) between donor and acceptor reporter groups, being distance dependent is a technique used for measuring structural changes of biomolecules, relative motion and interaction between two different molecules. Single molecule FRET (smFRET) can probe structural changes of biological molecules during biological events in real time. Single molecules can be detected by attaching a fluorescent dye at a well defined position in the molecule and cutting down the background light. During folding of RNA or proteins the two-state fluctuations (high & low) in FRET values can be seen as a function of time. Using three spectrally different fluorophores (three color smFRET) it is possible to study changes involving more than one distance in complex biological systems i.e. both, a conformational change within the RNA and the binding of the protein to the RNA can be followed simltanously. In future it may be possible to perform challenging single-molecule experiments within live cells.

Open access aims to make knowledge freely available to those who would make use of it. High-profile open access journals, such as those published by PLoS (Public Library of Science), have been able to demonstrate the viability of this model for increasing an author's reach and reputation within scholarly communication through the use of such bibliographic tools as the Journal Impact Factor, conceived and developed by Eugene Garfield. This article considers the various approaches that authors, journals, and funding agencies are taking toward open access, as well as its effect on reputation for authors and, more widely, for journals and the research enterprise itself.

The Web has evolved from mere HTML static pages to dynamic pages and providing information to users in interactive and engaging ways. One of the most revolutionary tools that has changed the online experience of Internet users is the Macromedia Flash. Nowadays, Web designers are providing both the HTML and Flash interfaces to users. However, the users are still not sure about which interface style, i.e., hypertext-based HTML interface or animation-based Flash interface, is better to use in terms of usability and effectiveness. This paper compares the strengths and weaknesses of both animated and hypertext Web interfaces in terms of their usability and also users' attitudes and perceptions about these interfaces. To conduct the comparative study, an animated user interface was developed using Flash for the Division of Information Studies website of Nanyang Technological University, Singapore. This interface was compared with the existing hypertext user interface of the same website. It was found that animated user interface was preferred for its text readability, appropriate use of colours and buttons, visual consistency and sequencing of screens, attractiveness of design, pleasantness and user-friendliness of interface, ease of use, content coverage, organisation of information, navigation, and usability. The hypertext user interface was preferred for its speed of downloading and its navigational capability that complemented the Web browser navigation.

Sources of information available via the Internet are increasing exponentially, leading to steady increase in the use of Internet for education and research. Since past few years, free online information sources like e-journals, e-books, e-databases have increased considerably. Earlier, information and knowledge were passed by word of mouth or through manuscripts, and communication was a slow process. Today, it is passed from one individual to an infinite number of other users through a number of media and formats which makes rapid and widespread dissemination of information possible. This paper discusses utilisation of digital resources by faculty and research scholars of Manonmaniam Sundaranar University, Tirunelveli. Results show that 67.14 per cent of the faculty is familiar with the use of digital resources, and majority of these members are using digital resources for research purpose. Study also reveals that majority of the faculty members are learning the required skills for the usage of digital resources through self-study.

The advent of Internet and its resources have revolutionised the academic world. A significant transition can be seen in the academic communities approach and the way they seek information, and the methods they employ for teaching and learning activities. This paper is based on a research project, funded by the University Grants Commission, to analyse the patterns of use of Internet among the teachers and the students of the first grade colleges in Mangalore city. The study also investigated the level of academic community's access to the Internet, reasons for non-use of Internet, satisfaction with the Internet facilities provided in these institutions as well as the problems faced in the use of Internet. A well structured questionnaire was distributed among the 390 teachers and students of the five colleges in the Mangalore city. Out of which 335 questionnaires were received back duly filled in. The response rate was 85.9 per cent. The study revealed that the level of student's access to the Internet was low and the major reason was that at the time of the study, computers with Internet facilities were inadequate. The findings also revealed that the rate of Internet use was more among the teachers and students of Commerce and Science faculty as compared to the faculty of Arts. However, majority of the students expressed their interest in the use of Internet and its resources and were enthusiastic in improving their skills in the use of the Internet. The study recommends the provision of more computers with Internet facilities, better access speed, and providing more orientation/training programmes in the use of Internet in these institutions.

A simultaneous decision problem is one having several decision variables that will be set at the same point in time. In this paper, we have discussed a problem related to Periodical-Section of a library of any educational institute which has very limited space and scared budget both together. In every financial year, a part of total fund is allocated to this section and a very limited space is available for research journals (current and back volumes both). Multi-item inventory control and dynamic Programming Technique have been used to solve this optimal resource allocation problem under limited budget and space constraint. Proposed method can be used by purchase-committee of any library during every financial year ending to invest the available budget within limited time. The proposed method will automatically optimize the gain of the library and its users both.

Agricultural research generates highly locale-specific as well as abstract or location-neutral information. Because of this diversity and the need to build prescriptive practices out of such information, agricultural research information management on the web requires semantic enablement. Keyword assignment is an important step towards achieving this. In this paper we describe a taxonomy called Agrotags which is designed for tagging agriculture research documents. Agrotags is a broad subset of Agrovoc, the International thesaurus of the UN Food and Agriculture Organization (FAO) and is much smaller - about 2,100 as against 40,000 terms. Agrotags is manually created by carefully examining each of the Agrovoc terms for their utility in tagging. This selected subset is further refined and validated by looking at the manually assigned keywords from the FAO AGRIS databases. This is used in a new platform called OpenAgri that can be used to build institutional or network-based repositories of agricultural research documents.

Presents a new journal indicator of citation impact of a scientific-scholarly journal. It builds further upon Eugene Garfield's groundbreaking ideas presented in many of his early and later publications, by combining his concept of a journal impact factor with his notion that "evaluation studies using citation data must be very sensitive to all divisions, both subtle and gross, between areas of research; and when they are found, the study must properly compensate for disparities in citation potential". The proposed indicator is based on a tailor made delimitation of a journal's subject field, and takes into account the frequency and immediacy of citation and database coverage in a subject field.

Ann Libr Inf Stud 0000, 57(3), 261-70.
Tri-citation analysis mapping of Eugene Garfield's Citation Image authors (those frequently co-cited with him) is used to identify the major research networks and topics that are linked to his highly cited publications in three successive decades, 1978-87, 1988-97, and 1998-2007. Major research topics that build on Garfield's work- represented by Citation Image author "constellations"- include mapping of science, evaluative bibliometrics, scientometries, webometrics, and sociology of science. Twenty-three of Garfield's publications are highly cited by one or more constellations in at least one of the three decades. Five publications span all three decades and two - his monograph Citation Analysis and his Science article on journal evaluation - are highly cited by all constellations in all decades.
