As digital information resources available online are increasing at an exponential rate, several practices have evolved for the economic and effective delivery of such information to the end users. In this context, consortia-based information services have gathered momentum world over during the last few years. Though, there are several library consortia in India, UGC Infonet is mainly meant for universities controlled by UGC and CeRA is meant for agricultural universities. This paper discusses utilisation of consortia-based digital information resources by the post graduate and doctoral students of the Kerala Agricultural University, Thrissur. Results show that cent percent of the students were familiar with the use of digital information resources available online and 87.14 per cent of them used CeRA. Eighty two per cent students were acquainted with CeRA and learned the required skills for the access and use of digital information resources through curriculum-based courses like 'library and information services', 'research methodology', etc. The students in general would like to strengthen the CeRA services by adding more resources and facilities.

In this paper, Web Based Dynamic Computerised Traveller Information and Decision Support System (CTIDSS) developed at IIT Roorkee with more emphasis on Data Tier has been discussed.

Information technology (IT) has thrown a new challenge to the libraries. The technology has shown a great impact on the services of the libraries. Libraries use IT for better services and satisfying diverse user needs. Libraries have transformed into digital and virtual libraries where books, journals, and magazines have changed into e-books, e-journals, and e-zines. This has increased the global dissemination of information. Electronic resources (e-resources) are easily accessible in the remote areas. The e-resources solve storage problems and control the flood of information. Print sources are being digitised. There is a great need to study the use of e-resources and investigate the factors that are a hindrance to their use. The present study is an attempt to examine the usage of electronic resources at Dr T.P.M. Library, Madurai Kamaraj University. Study revealed that MPhil students respondents took the first position in their overall methods of searching e-resources, postgraduate student respondents the second position, PhD Scholar respondents the last position. The study confirmed that respondents were aware of the e-resources and various types of e-resources, e-database, and e-journals. The study recommended the improvement in the access facilities with high internet speed and subscription to more e-resources at Dr T.P.M. Library, Madurai Kamaraj University.

But unfortunately, the common auxiliaries of places, particularly India and its states, are very inadequate even in the recent published edition of UDC. Internet has become the backbone of the modern education system. The academic community uses internet to satisfy its diverse needs; be it information, education, communication, or research. The students, who were born during full bloom of internet revolution, extensively use internet to satisfy their various needs. Therefore, the present study was conducted to compare the use of internet by the rural and urban college students and identify the problems faced while searching the internet. The stratified random sampling technique was employed to select students and data collected through a questionnaire. The results reveal that majority of the students are frequent users of the internet using internet from daily to weekly basis in which use by urban students is more than their rural counterparts. The findings further reveal that rural students mainly use internet at home whereas urban students highly use internet at commercial cyber cafes. Majority of the urban students use internet primarily for a specific information whereas rural students mostly use internet for education. Majority of students, irrespective of regional differences, don't use internet sources like e-magazines, e-journals, e-books, wikis and blogs up to their expected usage. The findings also indicate that both the rural and urban students face the same problems with slight variations like information overload (too many hits) followed by internet illiteracy (lack of internet operating/searching skills), financial barrier (paid information), and information pollution (too many irrelevant hits).

The study evaluates some selected university websites in Bangladesh from the usability perspectives. Two online automated tools, namely, html toolbox and web page analyser were used along with a questionnaire directed towards users of these websites. Tools were used to measure the websites' internal attributes which can not be perceived by the users such as html code errors, download time, and size of the html pages. The questionnaire was developed and designed based on the 23 usability criteria divided into five categories. Each category deals with one usability aspect. The study showed that users are not satisfied by overall usability level of these websites and few of them are satisfied with the available features. However, there are some weaknesses in some aspects of the design, interface, and performances. Websites' internal features are identified and suggestions are provided in the study to enhance the usability of these websites.

The study explores the students' perception of fines charged by libraries for overdue books, etc., borrowing privileges, and lending periods in an Indian academic library. The study seeks to discover the extent to which borrowers are satisfied towards borrowing privileges, lending periods, and fine amount. The study also seeks to examine to what extent fines are perceived by the borrowers to be a deterrent to overdue library materials, how borrowers feel when asked to pay fine, whether the fines should be scrapped in future or not, and whether or not the level of fine is sufficiently high to compel the users to return the library materials on time. The research method for this study was the survey method using a questionnaire to collect data. The findings of the study reveal that majority of the borrowers are satisfied with the borrowing privileges, lending periods, and the fine amounts. The majority of the respondents feel that library fines encourage users to return the borrowed items on time. Most of the students favoured discontinuation of fines in future, besides consulting them about the amount to be fixed as fine. Majority of students prefer keeping books beyond due date and paying fine later. No significant differences were found between genders and faculties (Science, Commerce, Management) wrt their perception of library fines. The recommendations can help libraries to devise policies regarding library fines.

The electronic resources (e-resources) available in a library play a prominent role in facilitating access to required information to the users in an easy and expeditious manner. The e-resources, like CD-ROM databases, online journals, online books, OPACs, and the internet, are slowly replacing the importance and usage of print media. A study of 11 degree colleges in Chandigarh, which have students and teachers strength of over 30000, was conducted. For the purpose of the study, a sample selected was 770 which included 60 students and 10 teachers from each of the colleges, respectively. The objectives of this study was to know the usage of e-resources and services by the users of degree college libraries in Chandigarh; find out the impediments encountered by the users while accessing and using the e-resources; and suggest measures to take full advantage of IT to make degree college libraries more digitally resourceful and for providing information services data from the users-teachers and students-to know the impact of e-resources. The data collected was analysed using simple percentage technique.

Results revealed that DRDO life science scientists depend greatly on their respective library/information centers. Scientific journals have been ranked at the top for obtaining specific information and keeping up-to-date. Concludes that the working culture of the individual requiring information, the importance placed on getting it, the facilities available for seeking it, the knowledge about these facilities,-the judgment of their value and the probability of getting what is wanted affects information seeking behavior.

The degree of collaboration for the period 2000-2008 was 0.89. Authors have primarily relied on journals followed by books, conference proceedings and reports. Authors from USA have contributed maximum number of papers compared to other countries and India stood 21st in the ranked list. Astrophysical Journal topped the ranked list of journals cited by the authors followed by Astronomy and Astrophysics. It can be concluded that top 20 journals cited by the authors cover almost 87.60 percent of references and also indicates that collaborative research is prevalent in astronomy research.

In this paper, a novel summarization method that uses nonnegative matrix factorization (NMF) and the clustering method is introduced to extract meaningful sentences relevant to a given query. The proposed method decomposes a sentence into the linear combination of sparse nonnegative semantic features so that it can represent a sentence as the sum of a few semantic features that are comprehensible intuitively. It can improve the quality of document summaries because it can avoid extracting those sentences whose similarities with the query are high but that are meaningless by using the similarity between the query and the semantic features. In addition, the proposed approach uses the clustering method to remove noise and avoid the biased inherent semantics of the documents being reflected in summaries. The method can ensure the coherence of summaries by using the rank score of sentences with respect to semantic features. The experimental results demonstrate that the proposed method has better performance than other methods that use the thesaurus, the latent semantic analysis (LSA), the K-means, and the NMF.

The goal for the peer review of manuscripts is usually to select the "best" from the work submitted. In the investigation of the predictive validity of the peer review process, the question of whether this goal will actually be achieved arises, that is, whether indeed the "best" manuscripts are published. This review of the studies published on the predictive validity of peer review describes the state of empirical research on this topic. All studies confirmed that the editorial decisions (acceptance or rejection) for the various journals appear to reflect a rather high degree of predictive validity, if citation counts are employed as validity criteria. The studies confirm that peer review represents a quality filter and works as an instrument for the self-regulation of science.

Discusses here the mechanisms to quantify the quality of research output of a university and highlight the pros and cons of evaluating and quantifying research quality. The concerns arising due to indiscriminate use of impact factors for assessing quality of research are pointed out. Nevertheless, the necessity of having metrics for determination of the research quality is acknowledged and we propose a new metric, Research Turnover (RT), which would aid in arriving at an assessment - by the university research administrators to provide incentives; by the academies of science and engineering to award fellowships; and by the funding agencies to award research grants. Typical examples are also elucidated which help in assessing individual researchers and award them accordingly, in consonance with performance-based incentive schemes.

Libraries have experienced many transformations along with time. Scenario has further changed with the information explosion and advent of Internet and telecommunications technologies. Information seeking has become much more complex due to ever increasing amount of data, in both printed and electronic forms, and no single library is self-sufficient to purchase all the books/E-books, journals/E-journals and other library documents within their library budgets. Library consortium is one of the solutions to overcome this problem. However, due to ever increasing prices of journals, vendor dominated market, lack of competition, and for other reasons, question of whether consortium approach, some of the experiences in accessing e-journals through this approach, a viable alternative for journal's price hike or not? This paper is a case study of CSIR e-journal Consortium and discusses need for consortia, types, advantages and disadvantages of a consortium, problems faced by the consortiums and possible solutions for some of these problems.

The paper describes ongoing work which involves examining the information use pattern of the legal professionals of District Court. The findings indicate that practicing lawyers were using a variety of information sources to satisfy their information needs. Respondents preferred to first consult their personal library before resorting to other information providing sources and agencies This group of district court lawyers often found it difficult to find the information they were looking for when using digital law libraries. The present study observed that majority of respondents were not aware of e-resources. On the whole, respondents perceived district Bar library collections, services and facilities as adequate to meet their information needs effectively.

The introduction of digital information resources on Internet has revolutionised the academic world. The Internet is paving way for a great leap in the field of higher education and research. This paper is an attempt to investigate the use of Internet resources by the academic community of the Sri Venkateswara University (SVU), Tirupati. For this purpose a survey was carried out using questionnaire tool. The results show that users from all branches of science are making use of Internet resources better than social sciences and humanities. Providing training to its users at the beginning of each semester will improve its use and reduce the problems faced by the library users. The paper highlighted the various problems and issues involved in handling digital library and has given suggestions to improve the library services to meet the demands of the users.

One of the areas in bibliometric research concerns the application of most commonly used bibliometric laws such as Bradford's Law of Scattering. The paper gives a review of the scholarly contribution on the various facets of Bradford's Law. In addition to the theoretical aspects of the law, review covers papers dealing with the application of the law in the various subject fields. A study on five-year data of journals (2004-2008) cited by the physicists at the Indian Institute of Science (IISc), Bangaluru was carried out to examine the applicability of Bradford's Law of Scattering, which include 690 periodicals containing 11,319 references collected from 79 doctoral theses during the period 2004-08. Ranked list of journals was prepared, and Physical Review-B with 9.53 per cent citation, followed by Physical Review-A with 7.69 per cent, and Astrophysical Journal with 5.47 per cent citations were the most preferred journals. Applicability of Bradford's Law in various methods was tested. The journal distribution pattern of the HSc doctoral theses does not fit the Bradford's distribution pattern. The Bradford multipliers were calculated, and the law found to be applicable with the value of k as 1.2. The distribution of the journals in three zones was made and the number of references in each zone was then estimated. The applicability of Leimkuhler model was also tested with the present data.

Searching for videos online is inefficient if the search relies exclusively on relevant keywords in the text surrounding the object. HTML5 introduced advanced semantic annotation in the form of a new metadata format called microdata. Along with the video element which provides semantics to embedded video contents, media metadata can also be used to add additional features to be searched, archived, or automatically processed. Certain metadata formats provide a high level of flexibility adequate to combine them with other vocabularies, making it possible to write truly sophisticated, machine-readable metadata for video components of the Social Semantic Web.

This paper examines Online Public Access Catalogue usage by the students and faculty of Panjab University Library, Chandigarh. OPAC, an information retrieval system, has revolutionised access to bibliographic information through search capabilities such as keyword searching, Boolean searching, truncation, proximity searching, and item identity number searching. A questionnaire-based survey on use of OPAC was conducted forA.C. Joshi Library on various categories of users such as faculty members, research scholars and postgraduate students, covering different disciplines such as basic sciences, applied sciences, social sciences, and humanities. The paper discusses various aspects of OPAC such as frequency of use, purpose, ease of use, satisfaction level, etc. An attempt is also made to explore the reasons for the least used search options of OPAC. The results of the study reveal that a significant number of users search information regarding the library material through OPAC despite encountering problems. Lack of basic skills among users was found to be the major reason for not utilising full features of OPAC. It is suggested that University library should organise quality instruction programmes to improve knowledge and skills of the users.

Unlike English, Tamil does not have sufficient volume of text corpus to build a reliable language model. In this work, domain independent language model has been built with 500 Tamil documents. To improve the language model, adaptation with translation lexicons in Tamil generated from English using cross-lingual latent semantic analysis (CLSA) has been employed. Since Tamil is an agglutinative language, usage of surface word forms in CLSA will not yield better translation accuracy. Lexical gap between English and Tamil words has been reduced by the proposed partial morphological analysis in Tamil. This has improved the translation accuracy. Experiments have been conducted with direct and topic-specific model adaptations to improve the domain independent model. Significant improvements have been obtained in terms of perplexity and word error rate.

This article evaluates the use of electronic resources (e-resources) by the users of Mohinder Singh Randhawa Library, Punjab Agricultural University, Ludhiana. A study was conducted on post-graduate students, teachers and research fellows. The data was collected using questionnaire. Internet was found to be most extensively used e-resource. Of CDROM and online databases, majority of the users use CABCD (an abstracting database in CD format). This study also examines the problems faced by the users in accessing the e-resources and finally paves the way for librarians to plan and provide their services in a better way.

The modern commercial search methods have proved the efficiency of information retrieval (IR) technologies and made knowledge dissemination simpler where as finding the relevant text documents, given a query, is becoming much more complex day after day. Almost all information retrieval systems struggle to retrieve relevant entries on the top of ranked list of documents. Users are interested to retrieve the content satisfying their information needs rather than just retrieving the documents having the query terms supplied by them. For this task, traditional information retrieval methods hardly yield the results having higher-order relations between the given query and the documents in the collection. So, it becomes necessary to find and encode the higher-order feature associations present in text documents. This paper discusses the use of a distributed representation, namely random indexing for an effective retrieval of relevant text documents. This type of distributed representation would be scalable with modern computing facilities and flexible to develop knowledge-based applications, which may require the process of identifying implicit semantic relations though higher-order term associations.

The study aims to test content-based document recommender system (CODORS) with sample data to retrieve most relevant technical documents without necessarily matching title terms and closely related to particular search term(s). The CODORS system was put open for users to search and obtain recommendations with weighted relevance ranking and also allowed to compare the results obtained through general OPAC search engine for the same keywords. Based on the findings of the experimental testing and evaluation, some conclusions have been drawn:The results exhibited that the CODORS search provided many more relevant documents and increased the recall value as compared to general OPAC search and also revealed documents that were retrieved for a given query through OPAC search appeared at different places-top, middle or end of the ranked list of documents -generated through the CODORS search for the same query.
