Information management system in higher education both in institutional level and national level is a burgeoning issue around the world. Rapidly changing Information Technology (IT) shoves the in-formation manager for continuous updating the system. Among other factors, quality enhancement of Higher Education of a country sig-nificantly depends on the utilisation of IT in the design of an efficient Higher Education Management Information System (HEMIS) both at institution level and national level. The system needs development of a software and network within and outside the institute and the adaptation of enhanced technology. Utility of this system depends on information flow, information management and technology and also the stakeholder's attitude. This paper mainly deals with strategic requirement of the system.

Curr Sci 2010, 99(11), 1523-9.
The genesis and evolution of patent regime could largely be attributed to the felt need of providing sustained stimulus to the human mind to pursue intellectual and creative endeavours. A researcher's freedom on carrying out research on a patented invention, however, has certain limitations according to the patent laws. Experiments which do not have any commercial intent are usually exempt from the ambit of patent infringement. However, some courts of law differ from the defendants on viewing what is purely experimental and what is not. On the contrary, experiments that have some commercial connotation would attract infringement action by the patentee. A few patent litigations involving research and development carried out on drug molecules have resulted in the birth of 'Bolar provision' and its evolution. However, there are other court cases which have dwelled upon the nature of an experimental activity, the initial objectives of the invention, the purpose of preclinical studies carried out, and the likes. This article is an attempt to examine the current provisions concerning research exemption in the patent acts in Europe, India and the US, and a few critical court decisions on the subject matter, in order to gain some insights on the freedom of a researcher to conduct research and developmental studies on patented inventions.

Innovative ideas are often situated where disciplines meet, and socio-economic problems generally require contributions from several disciplines. Ways to stimulate interdisciplinary research collaborations are therefore an increasing point of attention for science policy. There is concern that 'regular' funding programs, involving advice from disciplinary experts and discipline-bound viewpoints, may not adequately stimulate, select or evaluate this kind of research. This has led to specific policies aimed at interdisciplinary research in many countries. There is however at this moment no generally accepted method to adequately select and evaluate interdisciplinary research. In the vast context of different forms of interdisciplinarity, this paper aims to contribute to the debate on best practices to stimulate and support interdisciplinary research collaborations. It describes the selection procedures and results of a university program supporting networks formed 'bottom up', integrating expertise from different disciplines. The program's recent evaluation indicates that it is successful in selecting and supporting the interdisciplinary synergies aimed for, responding to a need experienced in the field. The analysis further confirms that potential for interdisciplinary collaboration is present in all disciplines.

Scientific discoveries, new techniques and improved approaches have rapidly expanded every field of science including environmental science. Like all other discipline, the field environmental science too has matured through number of major phases. The subject which earlier was largely discipline oriented are now changed to system-oriented phenomena. Issues like global warming, climate change are become common theme of research for every nation. The purpose of the present study is to assess the research performance on the emerging research fronts of environment sciences in India from both national and international perspectives, through application of bibliometric indicators and techniques. For comparative purpose, the results are benchmarked against the findings from three other major nations in the field of environmental sciences: USA, UK, & Japan. The results of the study indicate that the number of Indian papers in emerging research fronts in environmental science has been increasing during 2000-2009. Indian scientists closely follow the trend of the Japan, with a large proportion of papers appeared in international journals originated from the scientifically advanced Occident countries. Like most of the disciplines there is clear trend of joint authorship in emerging fronts of environmental science. However, the collaboration patterns according to institutional collaboration change from "local papers" via "domestic papers" to "international papers". Although, India scientists have been integrating into the mainstream science, the articles published by Indian authors suffer from a low international visibility as compared to other countries.

Research papers published by Chinese and Indian researchers during 1998-2007 and cited at least 100 times by end of 2009 are analysed. There were 776 papers with at least one author from India (amounting to 0.32% of all papers from India) and 2260 papers with at least one author from China (0.4% of all papers from China) that have gone on to be cited at least 100 times. We have identified prominent authors and institutions, journals used and fields of research. Although highly cited Chinese papers were cited on average less often than the highly cited papers from India, Chinese authors have been able to place their papers in high impact journals such as Nature and Science far more often than Indian authors. The Indian Institute of Science, Bangalore, Tata Institute of Fundamental Research, Mumbai and Jawaharlal Nehru Centre for Advanced Scientific Research, Bangalore are the prominent Indian institutions, whereas universities in Hong Kong, Peking University, Tshing Hua University and several institutions under the Chinese Academy of Science dominate in China. In terms of citations, Chinese National Human Genome Centre Shanghai, Shanghai, tops the list.

This study analyses the tuberculosis (TB) research output carried out in India during 1998-2009 on different parameters including the growth, rank and global publications share, citation impact, share of international collaborative papers, contribution of major collaborative partner countries, contribution of various subject fields and by type of tuberculosis and patterns of research communication in most productive journals. SCOPUS Citation Database has been used to retrieve the data for 10 years (1998-2009) by searching the keywords (scroful* or mantou* or tubercul* or tubercle*) in its combined Title, Abstract and keywords fields. To compare the profile of Indian research output with China, South Africa and Brazil, the study downloaded the data on these countries using the Affiliation field of this database. India ranks at 3rd position among the top 21 countries and its global publication share (7.73%) is higher than China (2.93%), South Africa (2.60%) and Brazil (2.47%). But its average annual publication growth rate and international collaborative publication share is lower than these countries. Citation quality as reflected in citations per paper for South Africa and Brazil is found to be higher than India. Concludes that India needs to increase its output and bring about improvement in the quality of its research efforts. This can be done by investing much more in R&D expenditure, increase in the deployment of more qualified manpower and in increasing international collaboration and by modernizing and strengthening its research infrastructure.

Most organizations have accumulated a great deal of data, but what they really want is information. What is the profitability of your customers? Which products are normally sold together? Which customers are likely to jump ship? These are common business questions, but the answers aren't easy to find. The newest, hottest technology to address these concerns is data mining. Data Mining is the process of automated extraction of predictive information from large databases. It predicts future trends and finds behavior that the experts may miss as it lies beyond their expectations. Data Mining is part of a larger process called knowledge discovery; specifically, the step in which advanced statistical analysis and modeling techniques are applied to the data to find useful patterns and relationships. This paper will present an overview of the different processes and techniques involved in Data Mining and will project the advantage of data mining with the help of a case study of an airline.

Certain clues are essential for automatic identification of the bibliographic data from the scanned title page of books. There are words that appear mostly in a particular field, some others belong to different fields in different documents. That creates confusion in the identification. A model is developed that can measure any such conflict. Instead of scanned title pages, around 117000 (one lac seventeen thousand) records of OCLC database are used to analyse bibliographic data elements. Computer programs are used to prepare required list of words in different formats. The mathematical model is designed and described. Eleven lists of words appear in title, series, publisher, etc. are prepared. Then a probability chart is developed in a tabular form mentioning probability of appearance of a particular word in eleven such fields. Consulting the developed model three separate dictionaries are composed consisting of words with absolutely no conflict, a little conflict, and unmanageable conflict. These would be helpful in the automatic identification process. Working with words among cross sectional fields is quite common. This new model can be applied to bring out clarity among them and resolve conflict arises in such scenario.
