An information system is normally a computer-based information system that enables capture, modeling, manipulation, retrieval, analysis and presentation of geographically referenced data. The rise of information technology and its use in a wide range of disciplines provides transportation and air quality modelers with a powerful tool for developing new analysis capability. Data are being used. qualitatively to provide the air quality index values through satellite communications. It also used as a environment quality forecaster for a regional view of pollutants and to help assess the impact of biomass burning or dust transport from remote sources. The amount of satellite data available is going to increase by many orders of magnitude for the future years including an abundance of information about pollutant concentrations not well-measured previously. It is essential to plan now to procure the capability to acquire, display and assimilate these valuable sources of data. A key tool in this effort is the air quality index or AQI, 'a scheme that transforms the weighted values of individual air pollution related parameters into a single number or a set of number' using a portable kit is discussed in this paper. This paper also elucidates the aerospace communication systems that can provide air quality information and some related research (satellite detect air quality) and provides a view of the future generation of National Polar-orbiting Operational Environment Satellite System.

Collnet J Scientomet Inf Mgmt 2009, 3(2), 19-28.
There have been a number of bibliometric studies reporting Indian S&T output and analysis of various parameters in the past. The studies were mainly based on International databases viz. SCOPUS and Web of Science. The present study has been taken up using Indian Science Abstracts as the source. Various parameters such as Subjects, Institutions, States representing authors' affiliation, & 'Priority' geographical areas for research work on local/regional issues, and Authorship pattern with Subjects distribution have been analysed. Interestingly, the findings reveal that the trend is almost the same with respect to the 'Productivity' as reported earlier despite the more coverage of entries as Indian papers in non-Indian journals compared to Indian journals. However, for complete and true picture of Indian S&T output, the publications of Indian authors in Indian as well as non-Indian journals are required to be counted together not only quantitatively but also qualitatively taking citation rates in to account. Suggests initiating certain steps to boost up the visibility and Impact Factor of Indian journals in all the subject fields. Concludes that by adopting the suggested Indian S&T information dissemination strategy, the recent upward trend of publications output and citation rate will be maintained and further strengthened.

Web Portal or Portal is a Web service that provides information to users. Library portals are subset of Web portals and serve specific content to academic research communities. Library portals typically provide a gateway to institution resources by listing them for users and creating a resource-link to native users. It is necessary to have a centralized database server that has access to public libraries, university libraries, libraries on the web, etc. Creation of Library portal involves large volume of contents and a system must provide easy way to create, access, modify and retrieval of these contents. The main objective of this research paper is to present a framework to create content and store in a common database. The framework transcribes contents into different formats using XML, NLP, etc. concepts. The content includes Graphics, Text, Audio and Video or combination of them. The framework helps an easy way create corpora of digitized information and to provide easy access to the total output of digitized content through structured query. Different stages in creating portal contents are gathering information, extracting content and create database using the framework. The Library portal is of platform independent, high performance, secured and provides accessibility support.

Collnet J Scientomet Inf Mgmt 2009, 3(2), 3-10.
The paper proposes two new indexes to quantify the citation status of papers and authors. The Percentile Rank Index (PRI) indicates the citation rank of the author's individual papers among the papers published in the same year and source (journal or multi-authored monograph or book.) PRI is independent of the paper's age, specialty, or source journal size. The Author's Superiority Index (ASI) is determined by the number of the author's papers with a PRI at or above a specified value (99, 95, or 75). ASI allows comparisons across specialties and different time periods. The data necessary to calculate both the PRI and ASI can be obtained from Thomson-Reuters database Web of Science (www.isiknowledge.com) or other comparable databases.

The purpose of this paper is to apply and evaluate the bibliometric method Brad-fordizing for information retrieval (IR) experiments. Bradfordizing is used for generating core document sets for subject-specific questions and to reord result sets from distributed searches. The method will be applied and tested in a controlled scenario of scientific literature databases from Social and Political Sciences, Economics, Psychology and medical science (SOLIS, SoLit, USB Koln Opac, CSA Sociological Abstracts, World Affairs Online, Psyndex and Medline) and 164 standardized topics. An evaluation of the method and its effects is carried out in two laboratory based information retrieval experiments (CLEF and KoMoHe) using a con-trolled document corpus and human relevance assessments. The results show that Bradfordizing is a very robust method for re-ranking the main document types (journal articles and monographs) in today's digital libraries (DL). The IR tests show that relevance distributions after re-ranking improve at a significant level if articles in the core are compared with articles in the succeeding zones. The items in the core are significantly more often assessed as relevant, than items in zone 2 (z2) or zone 3 (z3). The improvements between the zones are statistically significant based on the Wilcoxon signed-rank test and the paired T-Test.

Publication outputs and word shares of scientific publication are presented for 1981-2004 for China, Europe, India, Japan and the USA. Our results are compared with those available in the literature. The current situation whereby the main producers of scientific output statistics use different counting methods - thus, producing major differences in scientific output values - is unsatisfactory. The share in the total number of publications has been stagnating or gradually decreasing in recent years for Europe, the USA, India and Japan although there is no absolute decline in publication activities. The most dramatic trend has been the fast growth in China. The USA is still maintaining a lead in publication impact. The impact from EU, Japan, China and India increases but is still far behind as compared to USA. In the conclusion the question is raised whether publications and citations are the real output of science or constitute the discourse of science. There is a risk that we concentrate our discussion on what can be easily measured, i.e. publications and citations, instead of what really matters.

This paper attempts to assess the R&D activity and its output in Health Sciences in India for about three decades, 1970 to 2000. Statistical analysis has been carried out using SPSS and other relevant measures. The subjects like General Medicine, Pharmacology, and Biochemistry were identified to be the top ranked 3 sub-disciplines. Objectives have been examined by using the Activity Index (AI). AI for cross comparison has been computed as suggested by Frame, as it characterizes the relative research effort a country devotes to a specific subject field. India's R&D emphasis is found to be on Biochemistry among the top three sub-disciplines as its AI is found to be 136 compared to General Medicine and Pharmacology with 109 and 87 as AI respectively. However, India's published literature is quantitatively larger in General Medicine (6016) than in Biochemistry (1091). With the AI found to be more than 100 in General Medicine and Biochemistry, these two subfields seem to reflect higher activities than the world's average efforts. Pharmacology's AI is found to be lower than the world's average efforts to this subfield.

Further, the methodological peculiarities, limitations, and problems of scientometric research are presented, such as multi-factorial dependence, permanent rearrangements of the factors, subjectivity of the measuring results, non-additivity of the empirical data, availability of two types of variables - indicators and latent variables, theoretical importance of the empirical indicators, etc. The interrelations and interactions between scientometrics and other research disciplines as sociology of science, information sciences, philosophy of science, economics, linguistics, etc./ are also considered in the paper. Some modern tendencies in scientometric studies are also highlighted, too. Concludes that the scientometrics becomes an especially perspective part of the general "science of science", and a powerful tool of the research and innovation policy.

Collnet J Scientomet Inf Mgmt 2008, 2(2), 71-7.
This introductory discussion attempts to situate French doctoral dissertations within a historical and contextual framework for librarians and researchers who require a working knowledge of French doctoral grey literature. As French doctoral research for this historical period presents a terra incognita, a cursory exploration of this research offers the uninitiated an instructive example of how French doctoral production produced uneven distribution among three disciplines in the humanities and social sciences. Examining general contours of French dissertation production in Information and Communication Sciences (SIC), philosophy, and art and archaeology, an evolution of what is available in French dissertation research reveals the nature of this grey literature.

Science as a dynamic social phenomenon has its own institutional structure and organization. Organization of Sciencein developed countries seems to be in its maturity phase but in developing countries this is not the case. Iran as a developing country, from ancient ages by now, has witnessed formal and non-formal Sciencestructures throughout the territory. In recent years, this country has started to flourish in international Sciencecommunity through its scientific publications and developing technological products. Based on statistics published by Institute for Scientific information (ISI) in 2007, Iran gained 34.28 percent growth rate in comparision with previous year. Achieving a proper place in the region has been emphasized in the national development plans of the country as well. Reaching the promised rate of development needs more sophisticated organization of Sciencein which, Scienceis nurtured, scientists are supported and related functions are evaluated. This article is intended to discuss and introduce the components of organization of Science in the Islamic republic of Iran and its challenges toward improving the current situation. For that purpose, the interaction of three main working components of Scienceorganizations i.e. "government", "firms and institutions" and "scientists" have been addressed. The indicators used are given in the next part of the article. It is concluded that the government has a crucial and determinant role in the structure of Sciencein Iran.

This study describes how search engines (SE) can be employed for automated, efficient data gathering for Webometric studies using well defined query specfic URLs in SE (predictable URLs). It then compares the usage of staff-related Web Impact Factors (WIFs) to web impact factors for a ranking of Australian universities, showing that rankings based on staff-related WIFs correlate much better with an established ranking from the Melbourne Institute than commonly used WIFs. In fact WIFs do not correlate with the Melbourne ranking at all. It also compares WIF data for Australian Universities provided by Smith [1] for a longitudinal comparison of the WIF of Australian Universities over the last decade. It shows that size-dependent WIF values declined for most Australian universities over the last ten years, while staff-dependent WIFs shows a riding trend.

Libr Prog 2009, 29(1), 69-83.
The developments in Information Technology (IT) have greatly changed the scenario of the libraries and their operations and services and this change will continue to do so in future. Libraries, particularly technical college libraries have to re-examine their traditional functioning adopted for years, should now identify new solutions to their problems to achieve better results and later better services to the students/learners. They should attempt to come together to share their resources and services by using IT gadgets, so as to facilitate users until easy access to information at low cost and in short time. It is possible only through Networking. Network is essential partner in this exercise as it facilitates access to vast information and services. Networks have potential to improve library to reduce cost of information sources & services, thus creating new opportunities for the technical libraries to play their role more effectively and efficiently in a changed environment. In this paper an attempt has been made to give a network model for Engineering College Libraries affiliated to Visvesvaraya Technical University (VTU).

The paper takes a cursory look at the development of information and telecommunications technology (ICT) in the information science professions in Nigeria, and also brings to focus that both librarianship and information science are like twin brothers or sisters with very little difference. Furthermore, the core position of librarianship which is central to information literacy is examined. Equally touched is the historical development of satellite technology in Nigeria from the five domestic satellite systems (DOMSAT) in 1975 to the launching of NigSat-1 and NigcomSat-1. Various challenges that lay ahead the library and information science professions in Nigeria ranging from power to capacity building and their consequent effect on the computerization projects of the Nigerian libraries are also highlighted. Of note is the fact that six Nigerian university libraries under the grants of Carnegie Corporation of New York and McArthur Foundation are at various stages of computerization of their services. Finally, the paper, as part of recommendations, emphasizes the need for concerted efforts by all the stake holders in making Nigerian libraries and information science profession ICT driven.

Technological change has become a most stable factor and ICT has intertwined with knowledge, making it dependent upon the technology. Through this alliance abstract knowledge has become the centre of the world's political economy replacing traditional concrete products. ICTs provide a means for overcoming historically intractable problems of isolation and lack of access to information and knowledge, crucial impediments to educational and socioeconomic development. Despite these awesome impact of ICT on education particularly, many teachers still adopt a `teacher-centred' approach and do not know how to apply IT into their subjects. If this is the case; the question is how can these teachers impart knowledge of contemporary issues that can assist in the attainment of education for sustainable development? It is noted that in the process of building and developing curriculum through the use ICT there are bound to be challenges. What are these challenges? Can these challenges hinder sustainable development? How can the challenges be dealt with in order to put in place education for sustainable development which the whole world is struggling to achieve. The study sought to provide answer to all these pertinent questions. It is expected that some of the ideas provided in the study will be contributing factors towards the attainment of education for sustainable development in Africa and beyond.

Rapid technological changes have brought a drastic change in the resource sharing activities, especially Open Archives Initiatives (OAI) model, enabled the dissemination of research output at international, national and regional levels, thus removing the restrictions placed by the traditional scientific model. Z39.50 protocol has provided a common platform which helps to develop a Union catalogue. These new developments have made resource sharing more practical. Technological changes and development of various systems have created compatibility issues in different hardware and software platforms. In such a scenario, the best approach is to focus on how software will make it possible for the libraries to utilise networked resources for the maximum benefit of their users. Presents design of a library software, which is interoperable in nature and supports networking and exploitation of web resources apart from automating library operations.
