A survey of CSIR libraries attached to the 38 laboratories and 3 CSIR units has been made with the main objective of reviewing the current status of the same. For this purpose, the data on infrastructure, resources, and the services provided by the libraries were collected using questionnaire in e-form. It is observed that the libraries are at varying levels and status in terms of infrastructural facilities vis-a-vis status of library staff. Keeping in view the manual guidelines issued by the CSIR during 2008, which renamed libraries as Knowledge Resource Centres, a few emerging issues like website and content development, knowledge management initiatives, institutional repositories have been discussed. A description of some possible future trends, e.g., implementation of knowledge management concepts, use of mobile devices, and changing user behaviours and expectations have also been touched upon. An overview of status, issues and possible trends for CSIR libraries ultimately points out the major responsibility of the librarians which covers the challenge of how to survive and sustain their position as one of the important and crucial stakeholders in the process of S&T information dissemination. It is concluded that the librarians have come out with more and more knowledge products in this competitive information society by making continuous efforts to develop their skills. This may include implementing the various techniques, and methods related to KM aspects including evaluation of websites for streamlining information organisation and content development. By adopting this strategy only libraries would be recognised as knowledge resource centres in true sense.

It is found that students are depending on internet resources mainly for their academic purpose. Responses shows that lack of proper training creates a big barrier in using internet and only 25.67% are using it very confidently. The results of the study would be helpful in getting a fairly good idea of the student's awareness level of internet resources and assistive technologies. The outcome of the study helps the school authorities, librarians and the government to provide adequate services and training to visually challenged students to access information without any barriers.

After getting into the profession, librarians need to serve its user community with dedication and with a spirit of service. This paper tries to reveal the real fact towards accepting college libraries as a place of one's professional career. Due to the sea changes in the field of librarianship, many challenges are faced by college librarians now-a-days. This paper raises some issues and challenges indicating the probable solutions. Though it is largely accepted implicit fact that librarians' work & service are more important than that of a teacher, but does it explicitly presented in the today's society, does it really reflected through the mindset of the concerned authority. Though there are favorable recommendations by education commissions, a number of anomalies in government rules and orders are referred in this paper. Self contradictory recent orders of UGC and the Ministry of Human Resource Development, Govt. of India are also pointed out in this paper for discussion. It is felt that library associations have important roles to play to put forward legitimate demands to the Government. This paper also reveals that the college library professionals are needed to join library association to strengthen the library movement which would definitely address the professional issues.

Attempt has been made to identify the uncited publications in 'micro-electro mechanical systems (MEMS) literature which is one of the emerging field in electronics. The search term 'MEMS' was used for retrieving literatures from SCOPUS database. A total of 294573 records were identified in the field of MEMS during the period 1970-2013. Out of which, 85146 (28.90%) records were uncited publications. The uncited paper ranges between 0.09% and 0.72%. It can be seen that from 1988 onwards uncitedness has been reduced below the global average and it persists till 2010. Almost 56% of the uncited publications are from the conference proceedings. 44.56% of China publications in MEMS were uncited followed by India (31.44%), Japan (24.40%), and France (19.44%). Majority of the uncited publications, are of collaborative authors besides the self-citations. Mostly more than four authors' papers were uncited. Even top author papers were also uncited. The uncitedness may be due to non-awareness of those papers in the MEMS literature.

Collection development in academic libraries has many challenges and one of them concerns determining the number of copies of some books that are required in multiple copies in the library. In the present study, five major academic libraries in New Delhi were surveyed to understand the prevalent policies and practices on determining the number of copies of books that are required in multiple copies. It was found that there was no consistency in the approach to deciding the number of copies in the libraries studied. Further it was noted that all the libraries arbitrarily decided on the number of copies to be purchased. The paper discusses a method that has been evolved to determine the number of copies. The method has been applied in one of the academic libraries under study which when combined with other measures have been found to be more effective in determining the number of copies required.

Bibliometric analysis of highly cited papers of a country can provide interesting insights concerning authors, institutions, collaboration patterns and even useful recommendations for future research policy. The purpose of this study is to conduct bibliometric analysis of highly cited papers from Taiwan. Data used in the study were extracted from the SCI-Expanded database of the Web of Science Core Collection of Thomson Reuters. Authorship, collaboration pattern and Y-index were reported. Results showed that highly cited papers might not have high citations in early years and may be published in journals with low impact factors. International collaboration was responsible for the increasing number of highly cited papers over the years. Institutions can be categorized into three phenotypes and majority of the institutions were characterized with high dependency and low leadership in the collaboration. The United States was the leading choice for international collaboration, while National Taiwan University was the leading choice of institutions for domestic collaboration. With a few exceptions, leading authors tended to be the corresponding author, rather than the first author as in previous studies. It is speculated that this phenomenon may be due to a pecking order among institutions, traditional Confucius values of seniority, and inequality in resource allocation by funding agencies. Providing more balanced research funding, increasing the number of Ph D students studying abroad, eliminating gift authorships, especially partners in a project but not in papers and increasing the emphasis on independent research may be needed to amend the observed patterns.
