Cluster analysis is an unsupervised learning which reveals underlying structures in data and organizes them in clusters based on similarities. The approach to the both hard and soft clustering involves the concept of partial membership of the instance in the clusters and distance measure in the cluster. Clustering algorithms that have been analyzed are Fuzzy c-means (FCM), K- Means and K-Medoids etc. All these clustering algorithms do have some successful applications in agriculture, medicine, education, finance and business. Pre-processing is one of the key components in the clustering framework. The main objective is to preprocess heterogeneous dataset for different clustering algorithms and the time complexity is analyzed. In this project heterogeneous dataset that contains missing value is obtained from the UCI repository and it is used for preprocessing. The data pre- processing techniques are applied on the target data set to fill the missing value and attribute reduction to increase the effectiveness of algorithm. The key idea of this project is to preprocess the heterogeneous dataset and apply different clustering algorithms thereby to obtain best clustering result based on the time complexity. Finally the resultant clusters is be validated using silhouette plot and time complexity is also analyzed.

Open access initiative in Bangladesh dates back to the opening of icddr, b Journal of Diarrhoeal Disease Research (JDDR) in 1997 by International Centre for Diarrhoeal Disease Research, Bangladesh. Since then considerable development of Open Access has occurred. The study also provided some recommendations for improvement of IR and open movement in Bangladesh. The paper analyzes current open access publishing trends in Bangladesh in the light of open access journals and repositories in Bangladesh. The data for the study were collected from BanglaJOL and Open DOAR (Directory of Open Access Repositories) in August 2017.Thefindings of the study indicate that the trends towards the development of open access repositories are increasing among higher education and research institutions in Bangladesh. Through BanglaJOL nearly 97 % of journals in Bangladesh are published open access. There are total 11 IR found in OpenDOAR and ROAR in Bangladesh. It is found in this study that among 11 repositories 8 repositories have specified policy rules with regards to metadata, data, content, submission, and preservation. But the scenario is different in terms of OAIPMH compliance. Presently only 3 repositories are following the OAI-PMH protocols in Bangladesh. Moreover, this trend should be increased to a larger proportion and all toll-access publishing would be turned open in Bangladesh through mass consciousness and initiatives at broader level. This study recommends that present trend should be increased to a larger proportion and all toll-access publishing would be turned open in Bangladesh through mass consciousness and initiatives at broader level.

Two disciplines, medicine and health management & information sciences which offer graduate programs were studied. From well known citation databases, it was found that significantly higher number and impact factors of journals of high consensus disciplines indicate a higher chance of publication for the faculty members of these disciplines compared with low consensus disciplines. Due to the shortcomings of current scientometric indexes and movement towards new generation universities, it seems imperative for evaluation and promotion committees to reconsider the criteria which are largely publication-based. It is suggested that potential differences across disciplines as well as individual competencies and differences within disciplines be taken into consideration in decision making about promotion of faculty members.

Explores the perceptions of faculty members towards Institutional Repository (named as Dyuthi) of Cochin University of Science and Technology, Kerala, India. It also discussed the content recruitment nature of faculty members in an institutional repository (IR). In order to carry out the study, a voluntary survey was conducted among faculty members. They showed high awareness and satisfaction about IR, and the highly significant relationship was observed between awareness and satisfaction. However, their self-archiving practice in Dyuthi was low, and they were not at all unfamiliar with the self-archiving practice outside Dyuthi. Faculty members tended to adopt a traditional preservation strategy to store their works, and they have supported the framing of a policy to deposit their scientific works in IR. This study concludes that to achieve the content growth, self-archiving must be encouraged, and faculty members are capable of self-archiving in IR. Dyuthi could elevate itself as a social medium by implementing the facilities such as commenting add-ons, request full-text copy add-ons, controlled vocabulary add-ons, the web of communication add-ons, restricted access, and storage facility similar to Google drive. Dyuthi’s workflow should also be altered by giving more importance to preservation.

Evaluation of the journals has always been one of the important issues. In this regard, several indicators that take into account different factors are proposed. Currently, Impact Factor (IF) is one of the main indicators for the evaluation of journals. Although, IF is frequently used among scientometric indicators; one of its most criticized characteristics is that the prestige of the citing source is not considered. For this reason, many modified versions of IF have been proposed by several researchers. IF that considers both individual and group (quartile) weights of the citing sources are proposed in the article. Prestige stands for the quartile where the citing source is indexed in Web of Science (WoS) and Scopus. For comparison of the proposed weighted IF with the original IF, experiments are conducted on 20 journals randomly picked from WoS which are also indexed in Scopus. Pearson rank correlation coefficient was used as the comparison criterion. The results of the experiment demonstrate that consideration of the quartile weights of the citing source lead to the decrease of correlation between the original IF and the proposed weighted IF. Decreasing of the correlation will be felt more evidently when experiments are conducted on more journals.

Collnet- J Scientometrics Inf Manag 2019, 13(2), 345-63.
The main objective of this study is to evaluate the influence and quality of library and Information Science journals. Currently used bibliometric indicators include: Journal Impact Factor (JIF), Eigenfactor Score (ES), SCImago Journal Rank indicator (SJR), Cite Score (CS), and Source Normalized Impact per Paper (SNIP) indicator rank. Specific library and Information Science journals were collected from their class within Web of Science. JIFs and ESs were composed of Journal Citation Report and the SJR, Cite Score and SNIP from the SCOPUS, SCImago Journal, and country rank website respectively. The researchers randomly selected and examined eighty-nine Library and Information Science journals detailed with necessary data derived from the principal and original sites as related to JIF, ES, SJR, CS and SNIP quality ranking indexes. Correlations amid meters were explained by Pearson’s and Spearman’s statistical correlations employing SPSS 23.0 package. Concerning Spearman’s rho statistical correlation, a high correlation was observed between JIF and ES rank (coefficient value of 0.843) for Information Science journals and a lesser value between JIF and SJR rank (coefficient value of 0.759) and a rather low correlation between both JIF and SNIP rank (coefficient value = 0.618). An overall Journal Quality Index is proposed to utilise the potentiality of all various indicators used for measuring journal quality.

The growing importance of information and enormous amounts of produced data put a big emphasis on data analysis tools. Data analysis off enormous amounts of data uses a lot of processing power and time even if the data contains a small amount of information. That is why it is important to identify the best source of data to minimize its amount and maximize the amount of information that it contains. The article focuses on information anomalies in citation behaviour of articles called sleeping papers, which according to recent research might present important scientific discoveries (Van Raan, 2017). While bibliographic databases cover different sets of source titles, it is possible that also the citation histories of indexed papers differ, thus resulting in different sets of Sleeping papers. To determine the discrepancies between Scopus and Web of science in this regard, the same methods of search in Scopus and Web of Science were used, supported by the software developed specifically for this purpose using the corpora of papers related to the dynamic research area of software engineering. The analysis showed that discrepancies between above two bibliographic databases exist and that each contains different sleeping papers.

There are attempts in African universities to strengthen their engagement with communities through student-centered outreach (S-C-O). Although the concept of social learning has been introduced in S-C-O, there is still limited theoretical understanding of how the mechanism of social learning in the S-C-O model works due to inadequate availability of indicators for empirical assessment of social learning in S-C-O programmes. This review paper explores possible indicators for measuring social learning in S-C-O. A desk review was conducted to obtain literature about the key concepts of the university outreach and social learning. A thematic-content analysis was employed to obtain indicators for measuring social learning. Our review has revealed that communities of practice theory (CPT) of social learning provides a conceptual framework for analysis of social learning in S-C-O. The key tenets of CPT include practice, community, identity and meaning. This implies that social learning occurs through collaborative learning processes as a result of social participation. Thus, efforts to investigate social learning in the S-C-O model should focus on farmers in order to assess their interactions in the prevailing social setting and/or institutional context.

A research design is a systematic plan to study a scientific problem. The research problem determines the type of design. Research designs can be qualitative or quantitative; the latter can be experimental (interventional) and non-experimental (observational). Observational studies are further classified into descriptive (such as case reports, case series and cross-sectional studies) and analytical studies (like case-control and cohort studies). Experimental studies compare experimental groups exposed to different treatments or interventions. All these are briefly discussed along with systematic reviews, meta-analysis, qualitative research, basic sciences research, translational and implementation research.
